This is a hybrid position that is assigned to the Denver or Grand Junction office, based on the employee's home address. The selected employee will be required to come into the office as needed. The eligibility list created from this job posting may be used to fill additional positions in this work unit. Description of Job Under the mission of DOLA, the Division of Property Taxation coordinates and administers the implementation of property tax laws throughout the state. This position functions as one of the ad valorem valuation specialists in the Division. Property Tax Specialist I Under the supervision of higher-level Property Tax Specialists, the position will actively participate in the development of policy manuals, reappraisal programs, technical assistance/consulting, and producing appraisal curricula and training for county assessors and their staffs. Work is reviewed for technical accuracy and adequacy of professional judgment. Work is performed with some independence, but is subject to review by higher-level Property Tax Specialists for compliance with general instructions and policies, for adequacy, and soundness of conclusions. The primary duties and responsibilities of this position include, but are not limited to: Research and Analysis Research legal and appraisal issues that generally have a broad impact throughout the state, to include the review of statutes, court decisions, and appraisal theory. Plan, organize, and develop the research procedures under the guidance of higher-level Property Tax Specialists. Upon completion of the research, the position will summarize the facts and findings for presentation to higher-level Property Tax Specialists and possibly to other interested parties. The emphasis for this position will be in areas relating to ad valorem valuation of various property types and appraisal methodologies. The context of this research will be in terms of established work processes and policies. These tasks will require some direction and assistance from higher-level Property Tax Specialists. Training Research and recommend new and revised appraisal curricula, course outlines, materials, examples, and examinations for appraisal continuing education as well as other courses, workshops, seminars and schools for assessors and their staff. Instruct appraisal continuing education classes and participate in instructing appraisal qualifying education. Prepare written reports upon conclusion of courses to evaluate the content, materials, and instruction methods. Assistance to Assessors and General Public Provide appraisal assistance to county assessors, staff and the general public through telephone calls, e-mails, and in-person visits. This assistance is primarily in the area ad valorem real property valuation. Provide routine assistance with minimal supervision; however, non-routine issues require more direction and assistance from higher-level Property Tax Specialists. Property Tax Specialist II This position is a fully operational professional that works independently performing the tasks listed above, with minimal oversight. In addition, the position will: Provide support to lower-level Property Tax Specialists in research, training, and assistance. Resolve issues of greater complexity in concert with higher-level Property Tax Specialists. Provide recommendations of changes to the Assessor's Reference Library. Is a lead researcher for various rates, prices, or factors used in the ad valorem reappraisal process. Provide solutions or options for actions related to unclear statutes or case law. Property Tax Specialist III This position will be delegated staff authority for the unit. In addition to performing the tasks listed above, the position will: Serve as the staff expert for one or more areas related to the appraisal standards section. This expertise is acknowledged by management to provide technical guidance and resolution of complex issues. May serve as a work leader, training other employees, assigning work and overseeing the work product to include timely, sound and correct tasks. Experience Only:
Five (5) years of experience conducting fee- or ad valorem
- real estate appraisal. Fee appraisals are appraisals ordered by banks or lenders.
- Ad valorem real estate appraisal in Colorado, is an official estimate of a property's market value conducted by a county or the state.
