Job Duties and Preferred Qualifications :
Right of Way Agent I/II (DOQ)

  • 5:00 pm (Flexible) The City of Virginia Beach's Public Works Real Estate Office is responsible for administering the acquisition and disposition of real estate for a variety of projects including roadways, utilities, economic development, and stormwater.
We are looking to build our team with experienced right-of-way agents. The ideal candidate will be well-versed in the Uniform Relocation Assistance and Real Property Act (Uniform Act) and have a diverse background in the negotiation and acquisition of properties as well as exposure to the relocation of residential, commercial, agricultural, and non-profit organizations displaces. This position may be classified as a Right of Way Agent I or Right of Way Agent II depending on qualifications and experience of the selected candidates. Right of Way Agent I Secure agreements of sale, agreements for encroachments, excess property, and prepare council action packages and/or related documents to ensure State and Federal Laws are followed in purchasing property from private individuals for all City agencies and/or selling public property to private entities. Coordination with other city agencies to conduct detailed research to determine property ownership, easement types and locations, rights-of-way widths and locations, and assessed property values. Demonstrate ability to relay and discuss issues and findings with citizens and various City/State/Federal agencies when required. Working under supervision, assists displaced property owners and/or tenants with relocation advisory services. Review site and subdivision plans concerning rights-of-way and easements descriptions to prepare appropriate legal documents; and review plats and plans for accuracy. Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs. Right of Way Agent II Secure agreements of sale, deeds of dedication or deeds of gift from property owners to properly acquire land needed for City improvements (i.e. sewer, water, streets, parks, schools, etc.). Prepare council action packages and/or related documents to ensure State and Federal Laws are followed in purchasing property from private individuals for all City agencies and/or selling public property to private entities. Review site, and subdivision and complex Capital Improvement construction plans for rights-of-way and easement requirements to prepare appropriate legal documents for acquisition and/or dedication purposes. Assist displaced property owners and/or tenants with relocation advisory services. Investigate real estate related inquiries from the public or other municipal agencies by researching court records, City assessments, recorded plats, files, and plans for current or proposed projects. Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs. This position is open until filled. Applications will be reviewed on an ongoing basis, with the first review of applications beginning two weeks after the posting date. Once the appropriate applicant pool has been established, the position will be closed.

Right of Way Agent I Minimum Qualifications:
Requires any combination of relevant education (above the high school level) and/or experience equivalent to four(4) years in a real estate related field, one (1) of which has been in the acquisition of real property, that utilizes the required knowledge, skills and abilities, and is associated with such positions as real estate agent, right of way agent or paralegal; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • Must have a current and valid driver's license.
Right of Way Agent II Minimum Qualifications:
Requires any combination of relevant education (above the high school level) and/or experience equivalent to five (5) years in a real estate related field, two (2) of which have been in the acquisition of real property, utilizing the required knowledge, skills, and abilities in such positions as Real Estate Agent, Right-of-Way Agent, or Real Estate Broker; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must have a current and valid driver's license.
Special Requirements:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

E VRS Contribution :
All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
