Springfield, VA - On-Site Position Summary MDC is seeking an experienced Enterprise Risk Management (ERM) Subject Matter Expert to support the Transportation Security Administration's Strategy, Engagement, and Analysis (SEA) Risk Branch in Springfield, Virginia. The ERM SME will provide technical expertise, strategic risk analysis, and advisory support to help mature TSA's Enterprise Risk Management program. The position will support the integration of ERM into strategic planning, resource allocation, performance management, and executive decision-making. Key Responsibilities Provide ERM subject matter expertise and technical advice to TSA leadership and SEA personnel. Conduct strategic and enterprise risk analysis and develop actionable recommendations. Support development and maturation of TSA's Enterprise Risk Register. Develop and refine risk appetite, risk tolerances, Key Risk Indicators (KRIs), and Key Performance Indicators (KPIs). Conduct enterprise risk assessments, including interviews with TSA SMEs, root-cause analysis, impact and likelihood assessments, and development of recommended risk response actions. Develop KRIs for risks included in TSA's Enterprise Risk Register and connect risk indicators with TSA performance management. Evaluate the effectiveness of enterprise risk responses and recommend improvements. Support refinement of TSA's risk governance and decision-making framework, including formal risk-owner processes and accountability. Provide SME support to the Executive Risk Steering Committee (ERSC) and Risk Integrated Project Team (Risk IPT). Conduct research and develop qualitative and quantitative enterprise risk reports and analyses. Assist risk owners with development, implementation, and monitoring of risk mitigation plans. Align ERM activities with Management Control Objective Plan (MCOP) and OMB Circular A-123 internal-control assessments. Analyze external reports and emerging issues that may affect TSA's enterprise risks. Develop reports and technical ERM products for TSA leadership, DHS, OMB, Congress, and other internal and external stakeholders. Support ERM communications and initiatives designed to improve risk awareness and culture across TSA. These responsibilities come directly from the PWS's ERM planning and execution requirements. Required Qualifications Bachelor's degree. 5+ years of experience in Enterprise Risk Management , including experience in federal government or large organizational environments. Strong knowledge of federal ERM practices and OMB Circular A-123 . Proficiency with risk management software and Microsoft Office. Strong analytical, research, written communication, and presentation skills. Ability to develop qualitative and quantitative risk analyses and communicate results to senior stakeholders. Current RIMS-CRMP, CRM, CRMA, CIA, or equivalent certification recognized by federal agencies . Prior experience supporting a federal agency or other highly regulated environment.
