Description The duty of a Grant Clerk is to ensure that the grants are administered and monitoredinaccordance with the grant award. The job of the Grant Clerk is to work closely with and assist the Chief Community Development Specialist. The duty of the Tax Clerk is to assist with managing accounts and communicating with local county tax collectors. Additionally, this position works closely with the County Financial Director at the County Commissioners' discretion. The duty of the UPI Clerk is to assign uniform parcel identifiers to new parcels of land and to certify existing uniform parcel identifiers on property documents to be recorded. Works closely with mapping and assessors.

ESSENTIAL FUNCTIONS OF GRANT/TAX COLLECTION MONITOR/UPI CLERK L A

Grant Clerk is to follow grants after the award to ensure that they comply with the grant award under the supervision of the grant writer. 2. He or she must enforce accountability for the grants received and initiate tracking procedures. 3. Assists the Tax Assessment Department as needed with distributing tax bills and books to all tax collectors at the beginning of tax season. 4. Ensures warrants are signed by each Tax Collector at the beginning of tax season. 5. Ensure the exoneration form is signed by each Tax Collector at the end of tax season. 6. Scan county tax bills and make corrections and calculations as required by the Assessment Office. 7. Maintain reconciliation on all Tax Collectors' monthly reports. 8. Required annual settlement of all Fayette County Tax Collectors. 9. Prepare the end-of-tax-season report and submit unpaid tax bills to the Tax Claim Department. 10. Acquiring and providing proof of tax payments, as requested. 11. Assign UPI numbers to all documents that require a Uniform Parcel Identification number. 12. Verify that properties to be transferred have the correct tax parcel ID numbers on them by searching the Fayette County Tax Assessment Office database. 13. Work with the Recorder of Deeds Office to coordinate the transfer of documents received by mail. 14. Maintain a record of UPI certifications. 15. Conference with Assessors and Mapping Department to verify the accuracy of UPI certification numbers. 16. Answers questions and resolves problems regarding property documents and UPI. 17. Works with cartographers to locate properties and documents by using UPI. 18. Conference with the Mapping Department on updates and changes to County Tax maps. 19. Searches and plots County properties as necessary. 20. Assists the Finance Department on an as-needed basis.

Attend meetings or training sessions as necessary. 2. Performs other job-related duties as required.

Receives occasional instruction and some supervision regarding daily work duties from Commissioners.

WORKING CONDITIONS 1.

Works indoors in adequate office space, lighting, ventilation, and temperatures. 2. Normal exposure to noise and stress, but subject to frequent disruptions. 3. Normal exposure to indoor dust/dirt.

PHYSICAL/MENTAL CONDITIONS 1.

Must possess the ability to record, convey, and present information, explain procedures, and follow instructions. 2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing and walking, and occasional twisting, bending, stooping, and reaching as necessary to carry out job duties. 3. Dexterity requirements range from coordinated movements of fingers/hands for typing and computer, to simple dexterity of feet/legs, and torso as necessary to carry out job duties. 4. Sedentary work, with occasional lifting/carrying objects with a maximum weight of twenty­five pounds. 5. Must be able to pay close attention to detail and concentrate on work.

QUALIFICATIONS DUCATION/TRAINING/QUALIFICATIONS

The candidate seeking the job of a Grant Clerk should have a BS degree in any business­related field, additional training in paralegal work, and mapping and CAD computer training would be helpful. Years of experience are considered in lieu of a degree.

WORK EXPERIENCE

Candidates should also possess at least three years of governmental accounting work. Accounting and auditing experience are preferred. Grant Clerks need to be detail-oriented and well-organized to handle paper flow. The Grant Clerk will report to the lead grant writer and keep that person abreast ofall status updates on the grants that have been awarded. In addition, if monies are not allocated to approved provisions, the Grant Clerk will contact the organization and inform them both orally and in writing of non-compliance and seek out corrective measures with the direction of the lead grant writer, and a formative corrective plan will be implemented

B. WORK EXPERIENCE 2- 3

years working experience in finance, governmental agency, or professional office environment, OR any equivalent combination of experience and/or training. At least 3 years' work experience in interpreting property descriptions, deeds, and real estate documents

KNOWLEDGE. SKILLS. AND ABILITIES REQUIRED 1.

The candidate must have excellent, strong communication skills, both written and verbal. 2. The candidate must have an excellent knowledge of computers. 3. The candidate should have a strong command of Excel Spreadsheets. 4. The candidate must have good time management skills as this office works to meet several time-bound deadlines. 5. Must be able to speak and understand the English language to carry out the essential functions of the job. 6. Must possess the ability to function independently, have flexibility, and the ability to work effectively with the public, co-workers, and others. 7. Must possess technical knowledge of operating personal computers. 8. Must possess some knowledge of procedures regarding property and tax assessment, and the ability to apply the same to job duties. 9. Must possess some knowledge and ability to read surveys. 10. Must possess some knowledge of practices and regulations regarding property taxes, deeds, interpreting property descriptions, and other assessment-related issues, and the ability to answer general questions on the same.
