Role Overview:
The Unemployment Insurance Auditor 2 position serves as a key member of DWD's Employer Audit and Investigations team, helping ensure employers throughout Indiana are accurately reporting wages and complying with unemployment insurance requirements. This position conducts audits and investigations involving worker misclassification, unreported wages, and other potential employer noncompliance. Auditors review payroll, accounting, tax, and business records, analyze information from multiple sources, interview employers and workers, and make determinations based on state and federal requirements. The position includes both remote work and travel throughout Indiana to conduct on-site audits and investigations when needed. The ideal candidate will have strong accounting, auditing, investigative, and analytical skills, along with the ability to communicate professionally with employers and handle complex or sensitive situations. This is an opportunity to perform meaningful investigative work that directly supports the integrity of Indiana's Unemployment Insurance program and UI Trust Fund.
Salary:

Life:
The essential functions of this role are as follows: Analyzing complex merger and acquisition and corporate reorganization schemes and investigating, where warranted, when non-compliance with applicable state and federal laws is suspected; Analyzing and tracing regulated entity activity in the UI Program's IT systems, as well as repmis from the system, to identify and correct non-compliance; Applying securities laws, Professional Employer Organizations, and tax rate dumping laws during investigations to determine when non-compliance has occurred by regulated entities; Performing extensive research, data analysis, and investigation regarding an employer or assigned case; Communicating complex legal concepts related to state and federal tax laws to an employer or its representatives; Determining applicability of state and federal unemployment insurance tax laws, regulations, rules, policies, and legal precedent on assigned work; Travel to the employer's location may be required depending on the job function assigned to the incumbent; Documenting all investigative and determination processes; Issuing subpoenas for information related to investigation; Acting as a witness in any legal challenge to investigation or determination; Issuing written findings regarding assigned work; The job description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee. What You'll Need for
Success:
Individuals in this role should minimally be able to articulate or demonstrate the following: Strong demonstration of adherence to organizational mission and protocols. Knowledge and the ability to apply securities and tax rate dumping laws to assigned work. Knowledge and the ability to apply state and federal laws, the Indiana Administrative Code, the Code of Federal Regulations, IRS publications, USDOL UI Policy Letters, state policies and procedures, and legal precedent to execute job duties. Knowledge of all UI program areas; understanding of the roles of other employees in the agency and how their roles affect the administration of the UI program; Ability to recognize problems, issues, severe non-compliance, and potential fraud, among other assigned work. Ability to recognize when program actions concern other agency functions and to communicate with those departments as needed; Ability to plan, initiate, and execute program goals and initiatives adequately. Ability to juggle multiple competing priorities to meet federal quality and timeliness performance standards. Excellent communication, planning, organization, and time management skills. Excellent computer skills. Excellent record-keeping skills. Ability to adapt to updated Information Technology system requirements and new programs affecting UI tax and compliance functions. Adherence to standards of professionalism during interactions with many internal and external parties when executing job duties. Ability to relate and interact with governmental employees at all levels, employers, and private citizens in a manner conducive to the professional representation of the program. Ability to anticipate and evaluate problems that create barriers to achieving goals and initiate corrective actions Ability to think and react calmly in adverse or conflict-driven situations.
