POSITION DUTIES

This position is responsible for the Bureau of Finance's preparation for State and Federal Compliance in all regulations and processes working with staff in multiple bureaus to ensure that all fiscal and compliance measures are satisfied and understood by auditors from a number of agencies. The incumbent will develop processes and systems that will make a more efficient bureau through the development of Standard Operating Procedures that are clear and accurate to eliminate the duplication of effort resulting from failure to satisfy required standards. Working with the Child Care Scholarship Fiscal team the incumbent will ensure that payments are both processed and delivered in a timely manner and that payments are accurate in order to alleviate unnecessary recoupment efforts.\r\n\r\n\r\n

Position Duties Include:

\r\n\r\n\r\n Oversees and\r\n manages Fiscal Assurance, Regulatory Compliance and Financial Process\r\n Improvement specific to Subsidies and Payments.\r\n Provides supervisory, managerial or technical assistance guidance\r\n to the DEC Fiscal unit and completes onsite facility program inspections.�\r\n Recommends the development of training procedures to increase\r\n correct authorization of funds for grant specialists, programmatic specialists,\r\n LSSs, LITPs, Non-LSSs, non-profit and for-profit entities, and IHEs.�\r\n Provides guidance internally in developing and maintaining\r\n manuals, instructions and reporting instruments for financial data reporting\r\n and analysis and coordinates training\r\n and technical assistance for DEC staff.�\r\n Coordinates the processing and reporting of subsidies and payments\r\n as it relates to the Child Care Scholarship, Credentialing, and Quality\r\n Improvement System Bonuses.\r\n Analyzes office fiscal planning and federal requirements for budget alignment.\r\n Coordinates, reviews, and edits internal and external budget\r\n documents with the program staff and\r\n designs fiscal reports, content, and methods.\r\n Represents the department in a liaison capacity and partners with\r\n upper management in matters of policy development, process improvement and\r\n implementation, financial modeling, grant review, and State and Federal audits.�\r\n Supervises the preparation of financial reports, spreadsheets,\r\n data tables and related documents\r\n (FFATA).�\r\n Maintains internal and external communications and manages relationships\r\n with various constituencies of programs (early childhood educators; local,\r\n state and federal agencies; advocates; legislators;\r\n local elected and appointed\r\n officials; Executive Staff within the\r\n Department, and members of the public).\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS EDUCATION

Bachelor's\r\ndegree from an accredited four-year college or university.\r\n\r\n\r\n

EXPERIENCE:

Five (5) years of professional experience with managing,\r\ndesigning,�developing, and auditing financial control systems for multiple\r\nprograms.\r\n\r\n\r\n

Notes:

\r\n\r\n\r\n Candidates may substitute the possession of a Master's degree or\r\n the equivalent of 36 credit hours of post-baccalaureate course work in Education,\r\n Organizational Development, Nonprofit, Business, or related fields for two years of the\r\n required experience directly related to the position.\r\n Candidates may substitute U.S. Armed Forces military service\r\n experience at a rank of Corporal/Petty Officer or higher as a commissioned\r\n officer in Education Program classifications or Education Program specialty\r\n codes in the Education field of work on a year-for-year basis for the required\r\n experience and education, one year of which must have been in an administrative\r\n supervisory or consultative capacity.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference\r\nwill be given to applicants who possess the following preferred\r\nqualification(s). Please include\r\nclear and specific information on your application regarding your\r\nqualifications.\r\n\r\n\r\n\r\n Experience\r\n with State and Federal grant programs such as CCDBG, Head Start, and PDG B-5\r\n grants.�\r\n Experience\r\n managing fiscal processing and reporting specific to subsidies and payments as\r\n it relates to Education programs.\r\n Experience\r\n implementing, monitoring, and evaluating finance procedures designed for\r\n tracking allocations for education programs.\r\n Experience providing\r\n guidance to staff for developing and maintaining procedures, documents, and\r\n records that can sufficiently support audits.\r\n\r\n\r\n\r\n

SPECIAL REQUIREMENTS
