The Director of Finance is responsible for the overall management, oversight, and integrity of the Agency's financial operations and accounting systems. The Director of Finance establishes, maintains, and supervises financial systems and internal controls in accordance with applicable federal, state, and local regulations, funding requirements, and Agency policies and procedures. This position oversees financial recordkeeping, payroll, accounts payable and receivable, cash management, budgeting, grant financial management, financial reporting, fixed assets, inventory, and audit preparation. The Director of Finance works collaboratively with Program Directors and Agency leadership to develop program budgets, monitor financial performance, ensure compliance with funding requirements, and support sound fiscal decision-making. The Director of Finance serves as a financial advisor to the Executive Director, Program Directors, Finance Committee, Policy Council, and Board of Directors and is responsible for providing accurate and timely financial information to support the effective management of Agency programs and resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Financial Management & Leadership Develop, implement, monitor, and evaluate fiscal policies and procedures in accordance with applicable federal, state, and local laws, regulations, funding requirements, and Agency policies. Collaborate with Program Directors to develop budget projections and program budgets for grant applications and the fiscal year. Monitor and analyze revenue and expenditures to ensure regulatory compliance, responsible spending, and adherence to approved budget limits. Oversee accounts payable functions and review purchase orders and expenditure requests to ensure they are within approved budget guidelines and appropriately coded to the applicable budget component and funding source. Maintain the Agency's financial dashboard and provide leadership and key stakeholders with timely information regarding the organization's financial status. Monitor allocations and expenditures within budget components and funding sources. Develop, maintain, and periodically review fiscal policies and procedures for the Finance Department and Agency. Oversee monthly and year-end closing processes and ensure all necessary financial reports are prepared accurately and timely. Provide financial guidance and technical assistance to Program Directors and other Agency staff as needed. Identify financial concerns, trends, and opportunities and make recommendations to Agency leadership. Accounting & Financial Recordkeeping Maintain an accurate and computerized financial accounting and recordkeeping system. Monitor and reconcile expenditures and revenues and prepare and submit financial status reports and budget analyses to applicable funding sources. Prepare monthly financial and budget reports for the Executive Director, Program Directors, Policy Council, Finance Committee, and Board of Directors. Monitor, track, and reconcile cash flow, bank accounts, grant funds, and general ledger accounts. Prepare and post adjusting journal entries as necessary. Maintain complete and accurate supporting documentation for financial transactions. Ensure financial records are maintained in accordance with applicable accounting requirements, grant requirements, and Agency policies. Prepare for and assist with annual audits, financial monitoring visits, and other financial reviews. Compliance & Regulatory Oversight Regularly monitor financial and payroll functions to ensure compliance with grant requirements, performance standards, and applicable federal, state, and local laws and regulations. Ensure compliance with all applicable federal, state, local, and funding-source financial reporting requirements. Research, interpret, revise, and develop fiscal policies and procedures related to financial compliance and regulatory requirements. Maintain current knowledge of fiscal requirements and regulations applicable to the various programs and funding sources administered by the Agency. Monitor financial processes and internal controls to identify and address potential compliance issues. Ensure required financial reports and documentation are completed accurately and submitted within established deadlines. Cash Management Draw funds in a timely manner based on program and grant requirements. Oversee the recording and reconciliation of cash receipts. Maintain complete and accurate documentation of all cash transactions. Reconcile bank statements, investment accounts, accounts receivable, accounts payable, expense accounts, fund balance accounts, and other general ledger accounts. Record cash receipts, cash disbursements, and adjusting entries and prepare necessary financial reports. Monitor cash balances and cash flow to support the Agency's financial obligations and program operations. Non-Federal Share (NFS) / In-Kind Design, implement, and monitor a non-federal share/in-kind cost system to meet applicable funding requirements and required percentages. Ensure appropriate documentation is maintained to support non-federal share and in-kind contributions. Monitor non-federal share activity for accuracy and compliance with applicable program requirements. Grant Proposal & Budget Preparation Calculate projected expenditures based on proposed program designs and funding requirements. Develop and analyze expenditure projections and alternative budget scenarios. Prepare financial portions of federal and state grant applications and related documentation. Record approved budget changes and appropriately adjust and document budget balances. Collaborate with Program Directors to ensure proposed budgets are accurate, reasonable, and aligned with program objectives and funding requirements. Fixed Asset Management & Inventory Maintain complete and accurate fixed asset records, including identification of assets purchased with federal funds. Ensure the calculation and recording of annual depreciation expense, when applicable. Maintain and organize files related to leases, contracts, and fixed assets. Oversee the annual recording and reconciliation of inventories. Ensure fixed assets and inventory records are maintained in accordance with applicable Agency and funding requirements. Communication & Financial Reporting Keep the Executive Director and Finance Committee informed of the Agency's financial condition and significant financial issues affecting the Agency and its programs. Attend monthly Board of Directors and Policy Council meetings to present financial reports and address questions as appropriate, including in the absence of the Board Treasurer. Meet regularly with the Executive Director and Program Directors to provide relevant financial information and discuss budget performance. Attend meetings of the Policy Council and other advisory committees as requested by the Executive Director. Meet regularly with the Finance Committee to review the Agency's financial position, financial reports, budgets, and other fiscal matters. Communicate financial information clearly and professionally to individuals with varying levels of financial knowledge.
INTERNAL CONTROLS & RISK MANAGEMENT
Establish and maintain appropriate internal financial controls to safeguard Agency assets and ensure the accuracy and reliability of financial information. Monitor financial procedures and transactions to ensure appropriate authorization, documentation, and accountability. Review financial processes and recommend improvements to strengthen internal controls and operational efficiency. Identify potential financial risks and recommend appropriate corrective actions. Ensure proper separation of financial duties and adherence to established authorization procedures.

The Director of Finance primarily works in an office environment and regularly uses computers, accounting software, telephones, and other standard office equipment. The position requires the ability to work independently, meet deadlines, manage multiple priorities, and collaborate effectively with Agency leadership and staff. Periodic attendance at meetings, training sessions, conferences, audits, monitoring visits, and other Agency-related activities may be required.
