DEPUTY DIRECTOR OF FINANCE SUMMARY
Reporting to the Director of Finance, the incumbent serves as the Director's principal operational partner in the administration of the Finance Division. The position is responsible for coordinating the day-to-day accounting and financial operations of the Division, including general ledger accounting; cash and investment management; accounts receivable and debt collection; capital asset accounting; accounts payable; game accounting; payroll administration and reconciliation; financial reporting and disclosure; retailer accounting; and other related accounting functions. The incumbent ensures compliance with the requirements of the New Mexico Lottery Authority Act (NMLA Act), including monthly revenue transfers, financial and budgetary reporting to the applicable state agencies, debt setoff withholding, and other applicable statutory and regulatory requirements. Coordinates audit-related activities and prepares or provides necessary documentation for internal and external financial audits. Provides supervision to assigned Finance Division staff and serves as the Director of Finance's operational designee during the Director's absence, ensuring continuity of Finance Division operations and performing the Director's responsibilities, as appropriate.
RESPONSIBILITIES
Job duties include, but are not limited to: General Finance Division - 80% Daily Oversee and performs day-to-day accounting and financial functions, including accounts payable, accounts receivable, retailer accounting, general ledger activity, lottery transactions, month-end and year-end closing. Reviews instant game accounting transactions, working papers and online game parameters, and related financial activity, as needed. Coordinates and performs payroll processing activities and reviews payroll tax filings, deductions, benefit contributions, and related reconciliations to ensure accuracy and compliance within applicable federal and state requirements. Reviews and reconciles the pension plan and 457(b) contribution files prepared by the payroll vendor to ensure accurate participant contributions, payroll reporting, and general ledger reconciliations. Ensures accounting activities are performed in compliance with internal financial policies, generally accepted accounting principles (GAAP), applicable laws and regulations, and relevant FASB and GASB standards. Coordinates annual financial activities, including the gathering of audit requests, preparing and providing supporting documentation, and assisting the Director of Finance through the audit process. Performs and reviews complex account reconciliations, bank reconciliations, and general ledger reconciliations to ensure the accuracy and completeness of financial records. Reviews retailer accounting activities, including delinquent account monitoring, collections coordination, account analysis, and related financial reporting. Other General Management Duties - 15% Daily Serves as the Director of Finance's principal operational partner in managing the Finance Division operations and maintaining continuity of departmental functions. as needed. Prepares and submits both oral and written reports, as directed As directed by supervisor, prepares financial and accounting policies and/or procedures for the Lottery. Supervises assigned Finance Division staff, including establishing work priorities, assigning and reviewing work, providing coaching and guidance, assisting with conducting performance evaluations, and supporting employee development in accordance with NMLA policies. In the absence of the Director of Finance, serves as the Director's operational designee by coordinating routine departmental operations, ensuring continuity of accounting, payroll, reporting, compliance, and other Finance Division functions, and exercising delegated authority, as appropriate.
QUALIFICATIONS
Education:
Bachelor's degree in accounting is required. Incumbent must possess ten (10) or more years of progressively responsible accounting demonstrating the knowledge, skills, and abilities necessary to perform the essential functions of the position. Demonstrated supervisory experience is highly preferred.
Knowledge:
Advanced professional knowledge of financial accounting, systems, procedures and policies and generally accepted accounting principles (GAAP), including GASB and FASB. Ten or more years' experience in financial accounting is required. Direct supervision of employees is preferred. Working knowledge of supervisory practices, employee development, and public sector financial administration is preferred.
Skills/Abilities:
Highly developed numerical, analytical, problem-solving, interactive management, written and oral communication, planning, and organization skills are essential. Demonstrated proficiency in Microsoft Office programs, financial management systems, enterprise software and other computer applications necessary to perform the duties of the position. Adaptability in a continually evolving environment; demonstrating both the autonomy and collaboration skills needed to advance the organization's mission and inspire confidence among internal and external stakeholders. Ability to exercise tact, diplomacy, and professionalism in organizational settings. Demonstrated success in managing multiple tasks, priorities, and deadlines in a fast-paced environment. Self-motivated, self-disciplined, and able to work independently with minimal supervision.

WORK ENVIRONMENT
Work is largely sedentary, performed in an office setting; no unusual conditions exist. This position is based onsite at our Albuquerque headquarters. Due to the collaborative & supervisory nature of the role and its close working relationship with the Finance Division, in-person attendance is required on a regular basis .
