Organizational Setting and Reporting Relationship ADB is recruiting two senior Technical Local staff within the Private Sector Operations Department (PSOD). The positions reside with the divisions listed below and will be strategically assigned to the Türkiye Resident Mission (TURM) within the Central and West Asia Department, based in Ankara, Türkiye. Infrastructure Finance Trade and Supply Chain Finance You will report to the designated International Staff member in the relevant division and to the Country Director, TURM. You will oversee and mentor junior team members and consultants, as applicable. Your Role As a Senior/Principal/Lead Investment Officer, you will provide senior-level technical, transaction, operational, and relationship management expertise for ADB private sector operations. You will contribute to origination and portfolio growth, lead or independently undertake complex analysis and due diligence, coordinate transaction execution and risk management, and support strategic initiatives. The core geographic focus will be Türkiye, with occasional work on transactions elsewhere in ADB's developing member countries. Applicants may be considered for based on their qualifications and technical background. Each selected candidate will be appointed against a specific position, division, and grade. The TL6/7/8 positions have separate minimum requirements, and the scope, complexity, leadership accountability, and degree of independence will correspond to the specific grade of appointment.

You will:

Responsibilities Common Across the Positions Originate, evaluate, and develop private sector opportunities and contribute to business and portfolio growth in the relevant technical stream. Lead or independently undertake financial, credit, market, operational, country, and other relevant analysis; identify material risks and recommend practical mitigation measures. Lead or support due diligence, transaction structuring, approvals, negotiations, documentation, execution, and monitoring in accordance with ADB policies, procedures, and sound risk management practices. Manage relationships and coordinate effectively with clients, financial institutions, sponsors, advisers, legal counsel, development partners, and relevant ADB risk, integrity, safeguards, operations, and portfolio teams. Contribute to strategy, market intelligence, pipeline and portfolio management, management reporting, process and systems improvement, and knowledge products. Guide, mentor, and oversee junior team members and consultants, promote collaboration and accountability, and support timely, high-quality delivery. Position-Specific Responsibilities Infrastructure Finance

PSIF1, TL6

Stay abreast of infrastructure projects and prospective borrowers, generate financing ideas, assess bankability and executability, and pursue clients to secure financing mandates. Lead or contribute to the identification, development, and processing of projects and undertake due diligence, financial and risk analysis, and structuring of loans, bonds, equity investments, guarantees, and other forms of ADB assistance. Independently develop and review financial models, projections, sensitivity analysis, and stress testing; assess credit and risk profiles; and make clear recommendations to project team leaders. Prepare concept and final review documents, risk assessments, presentations, and other approval materials; coordinate project workstreams with credit risk, safeguards, integrity, legal, and other teams. Oversee transaction documentation and files through financing effectiveness, support the orderly handover of projects, and contribute to private sector infrastructure strategy and pipeline development. Trade and Supply Chain Finance

TSCD, TL7/8

Lead and coordinate portfolio management and transaction execution, including counterparty requests, legal and operational coordination, transaction administration and documentation, compliance, monitoring, and escalation of issues with practical, risk-based recommendations. Facilitate relationship management and portfolio monitoring for existing and prospective financial institution counterparties, including financial analysis, credit and limit reviews, onboarding, due diligence, portfolio reviews, compliance monitoring, waivers, and risk submissions. Conduct market research on pricing, banking-sector and financial-institution performance, country and political risk, and emerging trade and supply chain finance trends to inform portfolio strategy, risk assessment, product initiatives, and business development. Drive strategic projects and knowledge products, stakeholder coordination, management reporting, process improvements, systems enhancements, and automation; mentor junior staff and consultants to strengthen efficiency, controls, collaboration, and accountability. Qualifications You will need A degree in finance, business administration, accounting, economics, banking, international development, or another field relevant to the position. Strong analytical judgment and the ability to conduct financial, credit, market, operational, and risk analysis; organize and assess complex information; and develop practical recommendations. Strong client orientation, stakeholder management, and written and verbal communication skills, with the ability to lead work across multicultural teams. Proven ability to prepare high-quality reports, investment or credit papers, presentations, and other transaction documentation. Demonstrated leadership and supervisory experience, including the ability to guide junior team members and consultants in work planning, delivery, and quality review. Proficiency in Microsoft Office and relevant financial, operational, portfolio, and data management systems. Infrastructure Finance

Bachelor's degree in finance, business administration, accounting, or a related field, preferably with a master's degree or equivalent. At least 8 years of relevant experience, preferably in project finance or corporate finance, including at least 4 years of supervisory experience. Effective report-writing and communication skills in English and Turkish. Trade and Supply Chain Finance

Master's degree or equivalent in a relevant field. A bachelor's degree may be considered where the candidate has at least 5 years of specialized experience relevant to the position, within the required overall experience. At least 10 years of relevant experience in trade finance, supply chain finance, banking, financial institutions, credit, portfolio management, transaction execution, or related private sector operations, including at least 6 years of supervisory experience. Strong knowledge of trade and supply chain finance products, financial institution analysis, portfolio monitoring, credit applications, risk management, compliance requirements, and transaction documentation. Experience working with banks, development partners, legal counsel, risk management, operations teams, and other internal and external stakeholders. Experience in an international organization or company is preferred.
