This leadership role is responsible for financial reporting, budgeting, payroll, grant administration, accounting, internal controls, and staff supervision. The Finance Director serves as a key advisor to the City Manager, Finance Committee, and City Council, ensuring accurate financial information, strong fiscal stewardship, and compliance with state and federal reporting requirements. Key Responsibilities Direct and manage the City's full financial operation, including fund accounting, payroll, benefits administration, purchasing, billing, receivables, and grant/project financial tracking. Prepare and administer annual operating, capital, and special fund budgets in collaboration with the City Manager. Complete monthly reconciliations, financial statements, and required Commonwealth reports. Establish and maintain internal controls, cash-management practices, investment policies, and cost-containment procedures. Supervise Finance Department staff, ensuring training, development, and high-quality work output. Provide fiscal analysis for labor negotiations, grievances, and benefit programs. Coordinate annual audits and prepare CAFR documentation. Prepare borrowing and loan documents, including Tax Anticipation Notes and long-term financing. Attend Finance Committee meetings and provide timely, accurate financial reports to City leadership. Minimum Qualifications Bachelor's degree in Accounting, Public Finance, or related field; CPA preferred. Minimum three years of public finance or governmental fund accounting experience. Minimum three years of supervisory experience. Strong proficiency in Microsoft Office and fund-accounting software. Excellent communication, analytical, and organizational skills. The successful candidate will demonstrate integrity, professionalism, strong leadership, and the ability to manage a fast-paced, detail-intensive municipal finance environment. They must be able to work collaboratively with staff, elected officials, auditors, vendors, and the public while maintaining confidentiality and delivering accurate, timely financial information.
