GENERAL PURPOSE
Under the general direction of the City Manager, the Finance Director plans, organizes, and directs the City's financial operations, including accounting, budgeting, financial reporting, investments, debt administration, and internal controls. The Finance Director serves as the City's principal financial advisor and ensures the integrity, transparency, and sustainability of the City's financial management systems. The position is responsible for ensuring compliance with applicable federal, state, and local laws and regulations, as well as Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements. The Finance Director provides strategic financial analysis and recommendations to support policy decisions, longrange financial planning, and the City's overall fiscal health.
PRIMARY DUTIES AND RESPONSIBILITIES
? Directs the City's accounting operations, including general ledger management, financial reporting, and financial recordkeeping. ? Ensures accurate and timely preparation of monthly, quarterly, and annual financial reports. ? Oversees preparation of the City's Annual Comprehensive Financial Report (ACFR) and coordinates the annual independent audit. ? Ensures compliance with
GAAP, GASB
standards, and other governmental accounting requirements. ? Develops and maintains internal accounting controls to safeguard City assets and ensure reliable financial reporting. ? Directs the preparation, development, and administration of the City's annual operating and capital budgets in coordination with the City Manager and department directors. ? Reviews departmental budget requests and analyzes revenue projections and expenditure trends. ? Monitors budget performance and provides ongoing financial analysis and reporting. ? Assists in determining the City's annual tax rate and prepares required tax notices and documentation. ? Manages and monitors the City's investment portfolio in accordance with the City's Investment Policy and the Texas Public Funds Investment Act. ? Oversees administration of the City's debt obligations, including debt service planning, bond issuance coordination, and compliance with bond covenants. ? Coordinates with financial advisors, bond counsel, and rating agencies regarding the City's financial position and debt obligations. ? Supports long-range financial planning and capital improvement planning. City of Burkburnett ? Conducts fiscal analysis, revenue forecasting, and financial trend analysis. ? Evaluates financial impacts of proposed programs, capital projects, and policy decisions. ? Oversees the City's risk management programs, including insurance coverage, claims administration, and coordination with insurance carriers. ? Directs and supervises Finance Department staff, including accounting, payroll, and utility billing functions. ? Establishes departmental goals, priorities, and performance expectations. ? Provides training, leadership, and professional development for finance staff. ? Prepares and presents financial reports and recommendations to the City Manager and City Commission. ? Coordinates financial projects and initiatives as assigned by the City Manager. ? Performs other related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience:
Any combination of education and experience that provides the required knowledge, skills, and abilities.
Typical qualifications include:
? Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or a related field from an accredited college or university. ? Five (5) or more years of progressively responsible experience in governmental finance or accounting. ? At least three (3) years of supervisory or management experience in a municipal or governmental environment.
Preferences:
? Certified Public Accountant (CPA) ? Certified Government Finance Officer (CGFO) or Certified Public Finance Officer (CPFO) ? Government Finance Officers Association (GFOA) training or certification ? Experience with Tyler Technologies Incode (ERP Pro 9) or similar municipal financial systems preferred.
Required Licenses or Certifications:
? A valid Texas driver's license, the ability to obtain one within ninety (90) days or a military waiver is required.
Required Knowledge:
? Principles and practices of governmental accounting and financial reporting. ? Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards. ? Municipal budgeting, financial planning, and fiscal management practices. ? Texas Public Funds Investment Act and municipal finance regulations. ? Internal control principles and financial risk management practices. City of Burkburnett ? Applicable federal, state, and local laws governing municipal finance operations. ? Modern financial management systems and office software applications.

Strong organizational skills and attention to detail.
