Job Description

JOB SUMMARY
The Finance Director serves as a key strategic partner for the executive leadership team and departments throughout the Town of Little Elm. The position connects the Town's financial resources and long-range financial planning with Town Council priorities, the strategic plan, and organizational goals; provides objective, data-informed analysis to support sound decisions; and collaborates across the organization to identify sustainable solutions, manage risk, and improve service delivery. The Finance Director is directly responsible for the Town's financial affairs, including accounting and reporting, financial administration, purchasing, treasury, debt management, and budget. The position also oversees the administration of other functions as assigned; coordinates assigned activities with departments and outside agencies; and provides highly responsible and complex administrative and executive support to the Town. The successful candidate must be highly motivated and demonstrate Little Elm's Core Values of Integrity, Customer Service, Efficiency, and Innovation.
EDUCATION/TRAINING/EXPERIENCE
Bachelor's degree in finance, business administration, public administration, or a related field is required. Master's degree is preferred. Local government experience is required. Experience with Tax Increment Reinvestment Zones, Public Improvement Districts, and other special districts is preferred. Credentials as a Certified Government Finance Officer are highly desired. Ideal candidate must be an ethical individual with long term vision and planning abilities as well as someone who is familiar with cost accounting and entrepreneurial ideas to improve performance and accountability. Five-seven years of supervisory experience in finance or accounting including experience in Texas Municipal government is preferred.
LICENSES OR CERTIFICATES
Must be bondable. Certified Public Accountant (C.P.A.), Certified Public Finance Officer (C.P.F.O.), Certified Government Finance Officer (C.G.F.O.), or similarly related professional designation is preferred but not mandatory. Must complete state required investment training within nine (9) months of employment. Must possess a valid Texas Drivers License.
LANGUAGE SKILLS
Ability to read, write and speak English fluently. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community. Ability to effectively present information to top management.
OTHER SKILLS, ABILITIES & REQUIREMENTS
Ability to establish and meet deadlines. Self-motivated. Ability to establish and maintain good relationships with supervisors and other personnel. Demonstrate a willingness to perform duties in a team environment. Knowledge and skill in the use of a computer.
Knowledge of Microsoft Office Suite:
Word, Excel, Tyler Munis, and other office-oriented software. Skills coordinating and managing multiple projects and/or assignments. Skilled in the use of a variety of machines, including, but not limited to, personal computers, telephone, calculators, facsimile machine and copier.
REASONING ABILITY
Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form. Comprehensive ability to disseminate information quickly and perform tasks under pressure with short deadlines.

The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT

ESSENTIAL JOB FUNCTIONS
Directs Finance department staff and all activities of the Finance Department. Serves as a strategic partner to the Town Manager, executive leadership team, and department leaders by translating Town Council priorities and organizational goals into responsible financial strategies, resource recommendations, and measurable long-term plans. Acts as Town Treasurer as provided for in the Town Charter; maintains or supervises the custody of all public monies, funds, notes, bonds, and other securities belonging to the town; makes or supervise the making of payments out of town funds upon order of the Town Council or other authorized Town Officer; renders full and accurate statements to the Town Manager and Town Council regarding town receipts and payments as requested. Directs the daily activities of Finance, Customer Service, and other functions as assigned. Responsible for bond compliance, including compliance with bond ordinances and resolutions and preparation of State and federal reports, Secondary Market Disclosure, and arbitrage calculations. Establishes and maintains good relationships with banks and other financial institutions, investment firms, and bond counsel. Prepares and/or supervises financial analyses, forecasts, and scenario planning that evaluate short- and long-term revenues, expenditures, service demands, economic conditions, and organizational priorities; communicates implications, risks, and options to support strategic decision-making. Provides strategic guidance and assists in the preparation of annual operating and long-term planning budgets; partners with departments to evaluate budget proposals, align resources with Town priorities, identify operational efficiencies, and develop sustainable funding approaches. Advises regarding debt structuring, cash flow management, capital funding, and optional bonding and related debt mechanisms. Supervises the preparation and distribution of monthly financial reports; reports on the progress of various programs and/or activities related to the finance department as may be requested. Develops, reviews and modifies internal fiscal policies and procedures in accordance with applicable federal, state and local laws. Responsible for management and coordination of staff duties with respect to the annual audit and preparation of the comprehensive annual financial report. Responsible for federal, State, and local grants including reporting, review of reimbursement requests, and compliance E.O.E.
