Finance Director A new position — help us build the finance function for one of Vermont's most interesting small towns. Full-time, salaried | $77,500 - $95,000 Dependent on Qualifications | Comprehensive benefits | Reports to the Town Administrator Why Berlin Berlin is not a typical small Vermont town. With roughly 2,800 residents but a daytime workforce topping 7,500, it functions as Central Vermont's commercial and healthcare hub. The UVM Health Network's Central Vermont Medical Center, Blue Cross Blue Shield of Vermont, a regional retail corridor, and a growing airport business park all call Berlin home. That commercial engine — now including new Local Option Tax revenue — generates strong tax revenue and, with it, financial complexity most towns this size never face. Berlin is also a town that is building. Thirty workforce-housing units at Fox Run opened in 2025 and filled immediately, water and sewer infrastructure is expanding into the northeast quadrant, a multi-use path connecting the emerging Town Center to the hospital district is in design, and the town's first community park is in planning. Berlin needs a Finance Director who can manage the numbers and understand the story they tell — how a budget shapes the services families expect, whether roads get plowed or paved, and whether the commercial tax base that sustains everything keeps growing. A New Role, Growing Town This is a new position. You will build the systems, set the standards, and leave a mark. From day one you will lead and oversee the Town's financial operations, establishing controls over accounts payable and receivable, payroll, the general ledger, and month-end close; assisting in the annual budget development alongside department heads and the Town Administrator; multi-year forecasting that accounts for commercial tax-base trends and capital needs; monthly budget-to-actual reporting that flags variances before they become problems; grant finance from award through closeout; Local Option Tax administration and prudent management of Town cash and investments; and serving as the primary liaison for a clean annual audit and Town's principal financial advisor. You will partner with the separately appointed Town Treasurer and present clear, accessible financial reporting to the Selectboard and the public. The Background We're Looking For We are specifically looking for someone fluent in governmental and business fund accounting, a discipline that does not translate easily from the private sector. Direct experience with NEMRC, the software that runs most Vermont local governments, is a strong advantage and is exactly the background that lets a new director hit the ground running instead of spending months onboarding. We value relevant credentials (CPA, CPFO, a finance or public-administration degree) and will also give full weight to deep, hands-on municipal fund-accounting experience.
What You Bring Required:
At least five years of progressively responsible experience in financial management or accounting. A bachelor's degree in accounting, finance, public administration, or a related field — or equivalent professional experience in municipal or private-sector finance. Advanced proficiency with municipal accounting systems and financial analysis, and the adaptability to implement new tools. Familiarity with Vermont municipal finance, including the distinct roles of the Finance Director and the Town Treasurer. The communication skills to make a balance sheet make sense to a room full of citizens at Town Meeting. Even better if you also bring: Direct NEMRC accounting experience shortens the start-up in this role. Fluent in governmental and enterprise (proprietary) fund accounting and strong command of
GAAP/GASB
as applied to Vermont municipalities. Vermont municipal finance experience, including VLCT resources, VMERS reporting, and Vermont tax administration. Capital planning and infrastructure financing experience — bonding, TIF, and fiscal-impact analysis for development review. Grant management across federal and state programs, especially infrastructure or community development funding.
A CPA, CPFO
certification, or graduate work in public finance. Compensation and Benefits The hiring range is $77,500 to $95,000 depending on qualifications and experience, benchmarked against comparable municipal finance roles along the I-89 corridor from the Burlington area through Central Vermont.
