Job Description

POSITION SUMMARY
The purpose of the this position is to manage compliance with and investigations into fire protection activities. This position is responsible for interpreting and enforcing City and State codes regarding fire and life safety compliance of business and residential properties through plan review, inspections, and investigations. Investigates origin and causes of fires. Other duties include administering the fire prevention portion of the Fire Department budget. This position may provide direction for other employees. This position may also respond to emergencies and perform fire suppression activities, law enforcement activities, pre-hospital patient care, rescue, damage control, and property preservation. This position performs with limited supervision through department Standard Operating Procedures and established EMS protocols and directives.

ESSENTIAL JOB FUNCTIONS
Administrative Duties:
Assist with the daily task assigned to fire administration. May work with the station Captains assisting with operational needs as requested. Supports the response effort on scenes as needed. Follows the incident management system fulfilling operational roles as needed.
Fire/Arson Investigation:
Begins immediate investigation as to the causative factors surrounding an incident; ensure proper control of the scene and preservation of physical evidence; sketches and photographs of the incident scene: identifies clues and collects physical evidence necessary to prove the facts surrounding the incident; determines the cause to be incendiary or accidental; interviews with all persons known to be connected with the initiation, discovery or extinguishment of the incident; identifies possible motives and/or suspects; interviews and interrogates suspects; makes investigative notes and written reports, including follow-up investigations; prepares assigned cases for court and testifies as directed by the proper authority, functions as a law enforcement officer and uses the powers of arrest; provides technical assistance to other agencies; completes other duties as assigned.
Prepares Written Reports:
Prepares numerous reports such as incident reports, inventory reports, accident reports, monthly activity reports, station log, efficiency reports and ensures the accuracy of those reports and that they are prepared within established time frames. Must be able to communicate in writing with the Fire Chief, City Officials and fellow officers. Required to sit and write for one or two hours at a time.
Communications:
As the need arises, monitor radio traffic during emergency incidents. Assure incident crews have resources they need or establish communication channels with the appropriate personnel and try to fulfill the needs.
Training:
When necessary, may function as an instructor in fire or other types of training. Must utilize communication skills to present training material by various methods such as oral presentation, video, PowerPoint, etc. Must arrive at work on time and must maintain a regular and reliable level of attendance.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of City policies and procedures. Knowledge of principles and practices of supervision and budget administration. Knowledge of the principles, practices, methods and equipment employed in modern emergency medical services. Knowledge of hazardous materials as it pertains to the Fire Department. Knowledge of the geography of the city, including location of streets. Knowledge of the laws, rules, and regulations relating to the city and local fire department. Knowledge of Microsoft Office Suite. Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products. Skills in communicating effectively both orally and in writing; and Ability to effectively communicate, both verbally and in writing, with co-workers, the public, and elected and appointed officials. Ability to type 40-55 words per minute with high accuracy. Ability to plan, assign, and coordinate the activities performed by a large group of employees in varied fire department activities. Ability to maintain discipline and respect of subordinates and may lead and command employees effectively. Ability to initiate, plan, and carry out programs in department administrationand training. Ability to work nights and weekends. Ability to establish and maintain working relationships with City administration, other employees, and the public.
ENVIRONMENTAL FACTORS AND SAFETY HAZARDS
Primarily in an indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during the summer and winter months. Must be able to tolerate extreme fluctuations in temperature while performing job duties.
TOOLS AND EQUIPMENT USED
Personal protective equipment, including breathing apparatuses. Various hand tools, including but not limited to pike pole, Halligan bar, ax, sledgehammer, shovel, scoop, spade, squeegee, broom, evidence collection, and other small hand tools. Multiple types and sizes of hoses, nozzles, and hose appliances. Various fire apparatus including engines, ambulances, brush trucks, rescue trucks, and quints. Medical Equipment to include a cardiac monitor, airway kit, and a medical kit. Extrication spreaders, cutters, rams, and the associated power plant. Multiple sizes and configurations of ground ladders. Various motorized and electric powered tools such as ventilation fans, chainsaws, and metal cutting rotary saws. Patient carrier devices such as stair chair and stretcher both loaded and unloaded. Standard office equipment including multi-line telephone, computer, tablet, copier, scanner, printer, etc.
CERTIFICATES AND LICENSE REQUIRED
High school diploma or equivalent; associate's or bachelor's degree in Fire Science, Public Administration, or a related field preferred. Supervisory experience in a fire or public safety environment preferred. Certification through the Texas Commission on Fire Protection (TCFP): TCFP Fire Inspector TCFP Fire Investigator TCFP Arson Investigator preferred TCFP Fire and Life Safety Educator TCFP Fire Marshal preferred Current Texas Commission on Law Enforcement (TCOLE) Peace Officer certification or ability to obtain within a specified time frame. Must have a valid Class C Texas driver's license, with a satisfactory driving record. Must obtain a valid Class B Texas Commercial driver license within Sixty (60) days of employment and the ability to maintain a satisfactory driving record. Ability to pass pre-employment drug screen, criminal background check, and motor vehicle records check. Must possess a current certification through the Texas Department of State Health Services as an EMT•Basic at a minimum. Candidates with EMT Advanced or Paramedic certification are preferred, with Paramedic certification being highly desirable. Must maintain a basic firefighter certification from the Texas Commission on Fire Protection.
