Essential Functions and Responsibilities Serves as office receptionist which includes answering the telephone, greeting, announcing, and routing visitors. Maintains files and records of office correspondence, documents, reports and other materials. Assists in creating specialized automated work request from complaints, questions, and information submitted by the public concerning the maintenance and or construction regarding the Bay County Road System. Processes all work requests through an automated work orders and processing a closing status by processing all related information into the CarteGraph Navigator. Performs SunShine One-Call compliance for utility locates through IrthNet. Provides printed reports from data base queries as requested. Assists public in processing driveway permit request, receiving money and issuing receipts. Creates weekly, monthly or daily reports for injury, safety, inmates, pipe construction, vacuum truck and newsletter. Maintains payroll, sick leave, annual leave, and FMLA in compliance with County policy. Assists in final preparation of evaluations, Personal Development Plan, warning letters, Personnel Requisition and Personnel Change forms. Assists in proper reporting procedures for injured workers, by processing First Report of Injury & Wage Statements following Incident and Accident Report Policy. Assists in County Work Release Program documentation. Assists in monitoring temporary employees' data for reporting. The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department. Performs other related duties as assigned. Minimum Qualifications Possess a high school diploma or the equivalent; AND Four (4) years' experience in responsible administrative and technical responsibilities relating to the field, supplemented by courses in administrative training or business administration. A comparable amount of training and/or experience may be substituted for the minimum qualifications. Licenses and/or Certifications Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program. Knowledge, Abilities and Skills Knowledge of business English, spelling, punctuation, and arithmetic. Knowledge of modern office practices and procedures. Skill in extensive computer usage including CarteGraph, IrthNet, data bases, spreadsheets, word processing and related software. Proficient in MS Word, Excel, and Outlook. Knowledge of project management and organizational skills. Ability to have excellent oral and written communication skills. Ability to work and maintain reliable full-time attendance. Ability to comprehend, speak, and read the English language. Ability to have and maintain good interpersonal and communication skills to deal with the public. Ability to work independently on complex and confidential tasks. Ability to compose effective and accurate correspondence and to deal with non-routine matters such as assigning, receiving and completing complex work without recourse to a superior. Ability to type from a draft or plain copy rapidly and accurately. Ability to deal in an effective and courteous manner and to establish and maintain effective working relationships with superiors, employees, other organizations and the general public. Physical Requirements/Environmental Conditions Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, etc.) or irate customers, extreme noise, odors, heights and/or dust. This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs. Work Location Not Eligible for Remote Work - This position is assigned to a county worksite. Due to the non-portable nature of the essential functions of this position, this position is not eligible for telework.
