Jun 2, 2026, 6:59:00 AM Description The Texas General Land Office is seeking a Program Specialist (Program Specialist III) within the Information Technology Services Department of the agency. The Program Specialist p erforms complex (journey-level) consultative services and technical assistance work for the Information Technology Services (ITS) department of the Texas General Land Office. Work involves supporting planning, analysis, documentation, and coordination activities related to assigned technology-related programs, contracts, and services. Responsibilities include collecting and analyzing program data, supporting vendor and asset-related processes, preparing reports, and assisting with compliance and documentation activities. Work involves collaborating with ITS staff, program stakeholders, and vendors to support effective program execution and service delivery; applying working knowledge of program operations to independently complete assignments; assisting others with more complex tasks; and contributing to continuous improvement efforts through documentation and process support. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. All levels in this job series are expected to perform work independently and may lead, coordinate, prioritize, or guide program activities or the work of others as part of assigned responsibilities, without formal supervisory authority. About the Role The Program Specialist III plays an important role in supporting IT procurement, software licensing, and asset management activities across the agency. This includes coordinating procurement tasks, tracking purchase and renewal timelines, and working with cross-functional teams to help ensure technology resources are acquired and managed in alignment with agency needs and requirements. The position supports established operational processes by maintaining accurate records, monitoring workflows, and assisting with communication between stakeholders, vendors, and internal teams. This role contributes to efficient and compliant operations by supporting procurement and asset management practices, maintaining documentation, and helping identify and resolve routine issues. The Program Specialist III works closely with IT, finance, and procurement staff to support purchasing activities, license tracking, and inventory management, helping ensure accuracy, consistency, and timely execution of day-to-day functions. Operating as a collaborative team member, the Program Specialist III helps promote organization, accountability, and continuous improvement within operational processes. The individual in this role demonstrates strong attention to detail, organizational skills, and clear communication to support reliable technology services and effective resource management.Our Mission:

What Your Contributions to the GLO Will be: Program Operations & Administrative Execution Performs program support activities related to assigned information technology programs, including maintaining records, tracking tasks and timelines, supporting operational workflows, and ensuring required documentation is complete, accurate, and current. Vendor & Procurement Support Activities Assists with vendor coordination activities by supporting quote collection, tracking requisitions and purchase orders, monitoring receipts, and maintaining documentation related to vendor deliverables and services. Program Data Collection, Analysis, & Reporting Collects, organizes, analyzes, and prepares data and materials in response to requests for program information, supporting internal reporting, audits, and compliance reviews. Compliance & Records Maintenance Supports monitoring of compliance with applicable program policies, procedures, contracts, and requirements by maintaining accurate records and assisting with reviews and corrective actions as needed. Stakeholder Coordination & Issue Support Coordinates with internal staff and program stakeholders to clarify requirements, support issue resolution, and communicate program-related information and status updates. Documentation & Process Improvement Support Assists in maintaining program documentation, reference materials, and procedures, and supports identification of opportunities to improve workflows, controls, or recordkeeping practices. - Three years of experience in IT procurement coordination, license and asset management, vendor administration, and operational process support.
- This position is based in Austin, TX.
Preferred Qualifications :
- Experience using CAPPS Financials or a similar enterprise financial system to process requisitions, receipts, and purchasing approvals.
- Experience coordinating IT-related procurements in compliance with state purchasing rules and vendor contract requirements.
- Experience managing software licensing and IT asset inventories, including tracking renewals and supporting audits.
Knowledge, Skills, and Abilities :
Knowledge of:
- Working knowledge of IT procurement processes, purchasing workflows, and vendor coordination practices.
- Working knowledge of software license management, IT asset tracking, and basic compliance requirements.
- State or agency procurement policies, financial systems, and approval processes.
- Operational documentation standards and general process improvement concepts.
Skill in:
- Coordinating procurements from requirements gathering through requisition and receipt processing, with limited supervision.
- Maintaining software license records and IT asset inventories with accuracy and consistency.
- Reviewing vendor quotes, contracts, and renewal documentation for completeness and adherence to established guidelines.
- Strong organizational skills with the ability to manage multiple procurements and deadlines simultaneously.
- Effective written and verbal communication skills to coordinate with technical staff, vendors, and internal stakeholders.
- Identifying routine process inefficiencies and suggesting practical improvements.
Ability to:
- Coordinate procurement and asset management activities with general guidance while ensuring compliance with applicable policies.
- Maintain accurate financial, licensing, and inventory records and resolve routine discrepancies.
- Review and follow established workflows and recommend incremental improvements.
- Collaborate effectively with IT teams, finance staff, and vendors to support operational needs.
- Exercise sound judgment and attention to detail in day-to-day support activities.
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.Compensation and Benefits:
