Job Description
Job Summary:
The Grant Manager is responsible for the strategic oversight, administration, and compliance of all federal, state, and private grant programs supporting Mallory Community Health Center (MCHC), a Federally Qualified Health Center (FQHC). This position ensures full compliance with all grant requirements, including those associated with Section 330 funding, while maintaining strong internal controls, reporting systems, and program accountability. The Grant Manager provides leadership for the organization's compliance infrastructure, including oversight of Risk & Safety and Risk & Regulatory Compliance functions, ensuring alignment with regulatory requirements and organizational policies. This role serves as a key liaison between executive leadership, program staff, and regulatory agencies to ensure effective grant performance, audit readiness, and continued funding success.Essential Duties and Responsibilities:
Grants Management & Administration:
Oversee the full lifecycle of all grant programs, including application, award acceptance, implementation, monitoring, and closeout Ensure compliance with all federal, state, and private grant requirements Monitor grant deliverables, timelines, and performance outcomes Coordinate preparation and submission of required reports and documentation Maintain accurate records of all grant activities and funding allocations FQHC & Section 330Program Compliance:
Ensure compliance with all requirements associated with the Health Resources and Services Administration Health Center Program (Section 330) Monitor adherence to statutory and regulatory requirements governing FQHC operations Ensure proper use of federal funds in accordance with grant conditions Support organizational readiness for HRSA Operational Site Visits (OSVs) and audits Coordinate responses to HRSA requests, reviews, and findings 340B Program Oversight (if applicable): Oversee compliance with 340B Drug Pricing Program requirements Monitor internal controls related to pharmacy operations and drug purchasing Ensure accurate tracking, documentation, and audit readiness for 340B program activitiesCompliance Oversight & Risk Management Integration :
Provide leadership oversight of: Risk & Safety Officer Risk & Regulatory Compliance Officer Ensure coordination between safety, compliance, and operational risk functions Monitor organizational compliance with policies, procedures, and regulatory standards Support development and implementation of corrective action plansFinancial Oversight & Internal Controls:
Collaborate with CFO and finance team to ensure proper allocation and use of grant funds Monitor budgets associated with grants and ensure expenditures align with approved funding Establish and maintain internal controls to safeguard grant funding Support financial audits and compliance reviewsPolicy & Program Governance:
Support development and implementation of policies related to grants and compliance Ensure alignment between grant requirements and organizational policies Promote accountability and adherence to established proceduresReporting & Executive Communication:
Provide regular reports to CEO and CFO on: o Grant performance o Compliance status o Risk exposure Present findings, challenges, and recommendations to leadership Escalate issues impacting funding, compliance, or operationsAudit & Site Visit Readiness:
Coordinate preparation for audits, site visits, and program reviews Ensure all required documentation is organized and accessible Monitor corrective actions resulting from audits and ensure timely resolutionTraining & Technical Assistance:
Provide guidance and technical assistance to program staff on grant requirements Support training initiatives related to compliance and grant management Promote understanding of funding requirements across departmentsPrimary Responsibility:
Oversees all federal, state, and foundation grant compliance and reporting Ensures alignment with FQHC requirements (HRSA 330, Uniform Guidance 2 CFR 200, etc.) Coordinates reporting, audits, and deliverables with CFO/CEO Ensures risk and compliance functions are integrated into grant execution (but not directly controlled)Supervisory Responsibilities:
Provides direct or indirect oversight of: Risk & Safety Officer Risk & Regulatory Compliance Officer Ensures accountability and performance within assigned areasKnowledge, Skills, and Abilities:
Extensive knowledge of federally funded health programs, including requirements of the Health Resources and Services Administration Health Center Program (Section 330) and related regulatory expectations Working knowledge of federal grant regulations, Uniform Guidance (2 CFR Part 200), and grant lifecycle management, including application, award, monitoring, and closeout Strong understanding of compliance requirements associated with FQHC operations, including clinical, administrative, and financial oversight Knowledge of the 340B Drug Pricing Program and applicable compliance and audit expectations (if applicable to the organization) Ability to interpret and apply complex regulatory guidance, policies, and grant conditions to organizational operations Strong financial acumen, including the ability to monitor grant budgets, analyze expenditures, and ensure alignment with funding requirements Demonstrated ability to establish and maintain internal controls to ensure proper use of grant funds and reduce risk exposure Ability to lead and coordinate cross-functional teams, including Risk & Safety and Risk & Regulatory Compliance functions Strong analytical and problem-solving skills, with the ability to identify risks, gaps, and areas of non-compliance and implement corrective actions Excellent organizational skills with the ability to manage multiple grants, deadlines, and reporting requirements simultaneously Strong written and verbal communication skills, including the ability to prepare reports, present findings, and communicate effectively with executive leadership, staff, and external agencies Ability to maintain strict confidentiality and handle sensitive organizational and compliance-related Information Proficiency in data management, reporting systems, and Microsoft Office applications (Excel, Word, PowerPoint), with the ability to track and analyze grant performance data Ability to work independently while maintaining accountability and exercising sound judgment in decision-making Commitment to promoting a culture of compliance, accountability, and continuous improvement throughout the organizationPreferred Qualifications:
Experience working in a Federally Qualified Health Center (FQHC) environment Experience managing Section 330 grant funding Knowledge of 340B Drug Pricing Program requirements Experience with federal grant regulations and reporting systemsCertifications/Licenses:
