All Members of the Vermont Air Nional Guard. Duties Help The purpose of this position is to serve as the principal advisor to the group commander for enlisted and other operional mters. The group superintendent provides leadership and management in organizing, training, and equipping assigned airmen (drill-stus, Active Guard Reserve, Title 5 employees and Title 32 dual stus technicians) in subordine squadrons to support the Air and Space Expeditionary Forces construct. 1) Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Advises on selection of candides for vacancies, development opportunities, details, and reassignments; considers skill sand qualificions, mission requirements, and Military Equal Opportunity (MEO) and diversity objectives. Applies MEO principles and requirements to all personnel management actions and decisions; and, ensures fair trement of all personnel in a manner free of discriminion. Develops, modifies, and/or interprets performance standards. Explains performance expections to employees and provides regular feedback on strengths and weaknesses. Holds employees accountable for sisfactory completion of work assignments. Appraises subordine workers' performance ensuring consistency and equity in ring techniques. Periodically reviews position descriptions to ensure accuracy and the most effective utilizion of personnel resources. Explains classificion determinions to subordine employees. Recommends awards when approprie and approves within-grade increases. Medies and resolves employee complaints and refers unresolved complaints to higher-level management. Inities actions to correct performance or conduct problems. Effects minor disciplinary measures such as, warnings and reprimands and recommends action in more serious disciplinary mters. Prepares documention to support actions taken. Identifies employees' developmental needs and provides or arranges for training (formal and on-the job) to maintain and improve job performance. Promulges self-development. Administers leave program; approves master leave schedules to assure adeque coverage for peak workloads and traditional holiday vacion time. Ensures educion and compliance with security directives for employees with access to classified or sensitive merial. Recognizes and takes action to correct situions posing a thre to the health and safety of all airmen. 2. Advises the group commander on assigned program areas of responsibility. Is a key enlistedl eader who operes independently and is essential to mission effectiveness. Serves as the senior enlisted advisor to group leadership and provides support and assistance to the flight, squadron, division, and group. Develops procedures and guidelines to ensure th all airmen are trained, equipped, and provided with required logistical support to tain and maintain operional readiness to meet wartime taskings. Manages, reviews, and audits the Unit Manpower Document (UMD), prepares manpower change requests for the commander's approval; and updes the Unit Personnel Management Roster (UPMR). Provides oversight on unit reenlistment and extension programs. Advises the group commander on enlisted roles regarding assigned program stus, actual or potential problems, resources and changes th may impact mission effectiveness. Acts in a staff advisory role in regard to the development of short and long-range solutions to complex and on-going problems. Inities or recommends policy, procedural, or program changes to resolve problems. Serves on various military or civic panels, and subcommittees the ste, regional, and nional levels. 3. Advises, carries out, and monitors the Group Commander's organizional policies, programs, and standards applicable to the enlisted force. Advises and inities recommendions in mters pertaining to all airmen. Manages, studies, analyzes, and oversees the administrion, coordinion, planning, development, and execution of programs within their respective group for all airmen. Places particular emphasis on readiness, morale, welfare, discipline, performance, training, assignment, reassignment, and utilizion as they affect the service contributions of all airmen in the accomplishment of federal, ste, and local missions. Ensures comprehensive individual and unit indoctrinion specific to mission awareness, as well as, prevention and resolution of complex issues affecting all airmen. Identifies group requirements and develops comprehensive staff plans th support goals and objectives applicable to all functional areas within the group. Experience, educion or training which provided a general knowledge of principles of organizion, management, and administrion. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey informion. Progressively responsible experience which demonstres the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automion systems.Specialized Experience:
1 year specialized experience equivalent to least the next lower grade level. Experience, educion or training in program or managerial experience in a type of work or a combinion of functions directly reled to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluing and recommending changes in methods of operions. Experience in supervisory, staff or technical work which included study, analysis or evaluion leading to the development or improvement of managerial or administrive policies, practices and procedures. Experience preparing written communicions and oral presentions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.Quality of Experience :
