About the Job Intercultural Family Services (IFS) is seeking a Lead Behavior Consultant (LBC) / Clinical Assessor to provide clinical assessment, treatment planning, behavioral consultation, and clinical oversight within our Intensive Behavioral Health Services (IBHS) program. This position will combine clinical assessment responsibilities with Lead Behavior Consultant responsibilities, including completing IBHS assessments, developing treatment plans, supporting Functional Behavioral Assessments (FBAs), Completing Level of care assessments, providing direct behavioral consultation, and supervising/supporting Behavioral Health Technicians (BHTs). The position requires strong clinical judgment, knowledge of
IBHS/CBH
requirements, excellent documentation skills, and the ability to work collaboratively with children/youth, families, schools, and the IBHS team. Key Responsibilities Clinical Assessment & Treatment Planning Complete IBHS Level of Care (LOC) assessments and Comprehensive Behavioral Evaluations(CBEs). Complete Written Orders and other required clinical documentation for CBH. Develop and monitor individualized treatment plans (ITPs) based on clinical needs, strengths, and measurable goals. Complete or support Functional Behavioral Assessments (FBAs) when clinically indicated. Conduct clinical interviews, observations, record reviews, and collateral contacts. Monitor member progress and update treatment plans based on clinical need. Lead Behavior Consultant Responsibilities Provide clinical oversight, consultation, and support to assigned BHTs. Provide required direct observation and supervision of BHTs. Review BHT documentation and ensure interventions are consistent with the member's ITP. Provide guidance regarding behavioral interventions, data collection, and challenging cases. Collaborate with Mobile Therapists, BHTs, care coordinators, families, and school personnel. Assist with crisis planning and clinical case consultation as needed. IBHS Compliance & Documentation Complete clinical documentation accurately and within required timelines. Ensure assessments, treatment plans, progress summaries, and other documentation support medical necessity. Monitor service delivery and address barriers to engagement or service continuity. Participate in quality assurance activities, audits, trainings, and professional development. Maintain compliance with CBH, IBHS, agency, and state requirements. Family, School & Community Collaboration Establish positive working relationships with children/youth, families, schools, and community providers. Maintain regular communication with parents/guardians and involved professionals. Provide consultation and behavioral support across home, school, and community settings. Participate in team meetings, case consultations, and school-based meetings as needed.
Qualifications Required:
Master's degree in Social Work, Counseling, Psychology, or a related behavioral health field. Pennsylvania clinical licensure or other applicable behavioral health licensure/credential. Experience providing mental health services to children, youth, or young adults. Strong clinical assessment, treatment planning, and documentation skills. Excellent communication, organization, and interpersonal skills. Ability to work independently and as part of a multidisciplinary team. Computer proficiency and experience using an electronic health record (EHR).
Preferred:
Experience working in IBHS and/or with CBH. Experience completing LOC assessments, CBEs, Written Orders, FBAs, and ITPs. Experience providing clinical oversight or supervision to BHTs. School-based behavioral health experience. Additional Requirements Valid Pennsylvania driver's license and reliable transportation. Current required PA clearances and background checks. Ability to work across home, school, and community settings. Must maintain required professional licensure and credentials.

Pay:
$65,000.00 - $68,000.00 per year
