POSITION SUMMARY
Current Opening:
One Full-time position (40 hours per week) Responsible for applying in-depth knowledge, competencies, and skills to assess, plan, research, develop, conduct, and evaluate on boarding education services and continuing education programs in collaboration with department leaders and management. Establishes clinical education goals and priorities in accordance with patient care, staff needs and organizational objectives and in accordance with age-appropriate care criteria for services ranging from infant to geriatric. In Emergency Preparedness role, responsible for the coordination and implementation of emergency preparedness standards to facilitate a safe environment for patients, staff, and visitors. Coordinate education and exercises within the organization to ensure an organized response during a disaster. Responsibilities include the integration of safety and other relevant regulations, and 24/7 oversight of incident and event response. Position also includes other duties as assigned.
ESSENTIAL FUNCTIONS
Evaluates nursing practice and identifies opportunities for modification that would enhance professional practice, maintain/improve patient care while remaining fiscally sound. Participate in curriculum design and evaluation of program outcomes to ensure new employees receive proper orientation and adequate training. Responsible for formulating program outcomes and designing curricula to reflect evidence-based health care trends and prepare learners to function effectively in the healthcare environment. Function as a change agent and leader to create a preferred future for education and clinical practice. Acts as a champion of scientific inquiry, generating new knowledge and integrating best available evidence into practice and policy through Evidence-Based Practice (EBP) and Research. Collaborates with colleagues for shared educational opportunities for both nurses and providers. Assure that clinical preceptor's have the skillsets necessary to be preceptors and provide training for preceptors. Conduct an annual hazard vulnerability assessment (HVA)/ risk analysis to determine the facility's risk for natural (e.g., hurricanes, floods, earthquakes), technological (e.g., cybersecurity, nuclear power plant emergencies or hazardous materials spills), human-caused (e.g., active shooter or hostage situations), and other disasters. Develop and maintain emergency plans and procedures for disasters identified in the HVA/ risk analysis. Manage disaster response or crisis management activities for the entire campus including the hospital, Care Center and the Heartland. Leads the organization's committee for general administration in planning, coordinating, maintaining and updating disaster plans, including internal and external event response. Provide necessary project management and support for all related emergency preparedness sub-committee work including grant contract requirements as needed Perform an education and training needs assessment and works collaboratively with staff development representatives to create, implement, and review safety/ regulatory education and training requirements/ programs to meet the needs of staff(e.g., Hospital Incident Command System). Develop policies and procedures that facilitate compliance and program implementation. Ensure the facility meets all standards and compliance with federal regulations related to emergency management planning, such as The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), Centers for Medicare & Medicaid Services (CMS), and Department of Homeland Security (DHS) regulations and standards. Also ensure that the facility meets the Emergency Management criteria required by the hospital accreditation body (e.g., TJC, DNV-GL). Delegate the coordination of the collection of organization-wide regulatory required information including, but not limited to, hazardous materials inventory, departmental hazard surveillance, and disaster supply inventories. Provide warnings and emergency data to the organization, and operations and technical support to leadership before, during, and after emergencies that affect it. Develop relationships and collaborate with partners/ stakeholders, both internal and external to the organization, such as: other local hospital disaster coordinators, the area healthcare coalition, and emergency medical services, public health, fire, and law enforcement agencies. Identify and maintain contact information for community response partners and identify how your facility will be notified of an emergency/ crisis situation. Establish a schedule of training and exercises to practice/ test the emergency plans and participate with community partners in community or statewide exercises maintaining compliance with accrediting agencies. Document the results of these exercises in an after­ action report to improve the facility's emergency operations plan and response activities. Incorporate any lessons learned into future iterations of the plans. Coordinate and meet with department leaders from the organization to work on corrective action plans, and improvement initiatives related to safety and emergency management programs. Represent the organization on various preparedness committees, such as the regional healthcare coalition. Has direct supervisory responsibility for the Education Specialist and any other staff members in the Education Dept. Facilitates empowered environment that recognizes and responds to staff's ongoing developmental and professional practice issues through mentoring, team building, resource identification and networking. Demonstrates positive, supportive, and caring behaviors in communication utilizing effective communication skills and by promoting interpersonal relationships. Utilizes performance improvement principles to assess and improve quality. Works closely with the CNO and performs all other duties as assigned or as needed to meet the needs of the department/organization. Identifies need and sets goals for own growth and development; meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency environmental, employee or patient safety standards relevant to job performance. Identifies and anticipates problems and safety issues and initiates appropriate action. Supports and models behaviors consistent with Powell Valley Healthcare's mission, vision, values and code of business conduct and service expectations. Other duties as assigned.
KNOWLEDGE, EDUCATION AND EXPERIENCE REQUIRED
Knowledge of PVHC policies and procedures, Microsoft office programs, Code of conduct, Corporate compliance, HIPAA and confidentiality requirements, Patient's rights, Patient and employee safety standards, customer and personal Service Excellence skills, regulatory standards, Nursing theory, nursing practice and educational theory. BLS for Healthcare Provider, ACLS, PALS certifications required. Must have an ADN degree, BSN preferred. Five (5) years' experience in nursing. Must have a minimum of 2 years' experience in education. Emergency Preparedness experience preferred. Familiarity with healthcare emergency preparedness, including security, safety, HAZMAT, OSHA, NIMS, HICS/NHICS, HVA, CMS, and healthcare licensure/certification related criteria. Completion of Incident Command System (ICS) 100, 200, 700, and 800 within 1 year of hire and Incident Command System (ICS) 300 and 400 within 3 years from date of hire and Health Sector Emergency Preparedness (HSEP) and Certified Healthcare Emergency Coordinator (CHEC) within 5 years from date of hire.
SKILLS AND ABILITIES REQUIRED
Ability to design lesson plans, coordinate courses, and assist/conduct realistic simulated training to articulate complex concepts both orally and in writing. This may include various public speaking events. Analytical skills necessary in order to evaluate and make recommendations regarding emergency management issues. Incorporate cultural diversity and age-appropriate care into all aspects of communication and patient care; scope of services provided will encompass age groups ranging from infant through geriatric Add, subtract, multiply, and divide, compute rate, ratio, and percent in order to accurately determine medication dosages and establish accurate intravenous rates. Knowledgeable in metric and appropriate measurements and can convert from one system to the other as needed. Competency in basic computer skills through the capacity to learn and apply electronic applications. Application of leadership principles. Professional communication skills, both verbal and written Effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Speak and document clearly and concisely. Solve practical problems and work under the direction of the CNO. Maintain flexibility to adapt to a variety of workload assignments. Is subject to frequent interruptions and pressure from multiple emergency calls Regularly lifting or move objects weighing 10 to 50 pounds Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and depth perception. Reaching, handling, feeling, talking, hearing, stooping, bending, crouching, walking, standing, and working with equipment. Subject to inside and possibly outside weather conditions. The employee is also subject to exposure to blood and body fluids, proximity to moving mechanical parts, electrical shock, exposure to burns and radiant energy, exposure to explosives, exposure to toxic chemicals and biological agents.
