Navigator (Part-Time)
Job Description
Position Summary The Navigator will focus on providing insurance enrollment opportunities for community residents without healthcare and health insurance access. This role includes assisting with enrollment and application follow-up and building and strengthening collaborations with local partner organizations. The goal is to increase health insurance coverage and improve access to quality primary health, dental, and behavioral care for community residents. The work will be split between two environments: 50% will occur in an office setting, while the other 50% will involve field outreach and enrollment assistance activities. Flexibility to work evenings and some weekends is essential. Responsibilities Provide unbiased information to consumers about health insurance, including the Illinois Health Insurance marketplace, qualified health plans, Medicaid, All Kids and the Children's Health Insurance Program (CHIP). Provide in-person and virtual assistance to eligible individuals seeking to enroll in QHP's. Conduct community outreach and engagement through social media, local canvassing, public event tabling, and educational presentations to businesses. Provide culturally and linguistically appropriate information and assistance to community residents. Educate consumers about affordable coverage options and provide enrollment assistance, including portal profile setup, affordability assistance applications, eligibility determinations, coverage applications, documentation collection, troubleshooting, and enrollment in affordable health insurance through the marketplace, Medicaid, All Kids or CHIP. Offer structured patient education on health coverage, engage in follow-up conversations, and provide renewal assistance for enrolled individuals. Support promotion of program activities and events by working closely with the Community Health Program Manager and local partners Coordinate, develop, and implement outreach and enrollment activities in collaboration with the CCHC Community Health Program Manager, ensuring initiatives align with program goals and community needs. Develop, discover, and attend community events to promote coverage options and the organization's mission and services. Distribute outreach materials to patients, community members, partner organizations, and businesses to raise awareness about coverage options. Support outreach/enrollment assistance workers (both current and newly supported) and ensure compliance with all federal and state consumer assistance training requirements necessary for personnel carrying out consumer assistance functions. Collect data and identify patients who are currently using the health center's sliding scale fee and are uninsured. Facilitate the enrollment of eligible health center patients and service area residents into affordable health insurance through the Health Insurance Marketplaces, Medicaid, All Kids or CHIP. Collaborate with other health centers and providers in approved service areas to ensure that outreach and enrollment assistance activities are coordinated with local, regional, and state-wide efforts and training requirements. Attend and successfully complete all required training programs and participate in ongoing conference calls, webinars, and other professional development opportunities. Accurately provide required reports to track goal achievement and client satisfaction. Perform other related duties as assigned. Minimum Qualifications A minimum of one year of experience is required for this position, preferably in a healthcare setting, social agency, or a similar organization. Familiarity with the health and human services infrastructure, health insurance programs, and public coverage options is preferred. Candidates must be able to communicate effectively in front of groups and actively engage the public during outreach activities. It is essential to interact respectfully with diverse cultural and socio-economic populations. Additionally, this role requires travel between different sites and the ability to engage with others in both small and large group settings. Strong skills in developing and nurturing relationships with a diverse group of stakeholders are necessary. The position may involve extended physical activity, such as walking or standing at community events and moving and distributing educational materials. Candidates should be able to communicate enthusiastically with potential enrollees. Proficiency in Microsoft products, including PowerPoint, Word, and Excel, as well as familiarity with internet-based applications, computer searches, and data entry, is required. Experience in customer service, education, and support is also necessary. A high school diploma is required, while an associate degree is preferred.
