Job Description

The Deputy Health Officer, under the general direction of the Public Health Director, serves as a key executive leader within the Public Health Department. This position is responsible for assisting in the overall planning, organization, and administration of departmental functions, including the enforcement of state and local public health laws, codes, and regulations. The Deputy Health Officer provides strategic leadership across multiple divisions, ensuring operational effectiveness, fiscal accountability, workforce development, and program compliance. In the absence of the Public Health Director, the Deputy Health Officer assumes full authority for both medical and administrative functions, maintaining continuity of leadership and operations. If the incumbent is not a licensed physician, appropriate clinical consultation must be obtained from qualified staff when addressing medical, nursing, or clinical matters. The role requires substantial expertise in public health administration, policy development, budgeting, and community health improvement strategies. The Deputy Health Officer is expected to represent the department at the local, regional, and state level; to collaborate with health care providers, community organizations, and governmental partners; and to ensure that public health services are evidence-based, equitable, and responsive to the needs of the community. This position also contributes to strategic planning, accreditation, quality improvement, and emergency preparedness efforts, while fostering innovation and efficiency within the department. Required Minimum Entrance Qualifications 1. Master's Degree in Public Health or related field such as Health Administration, Health Policy or Public Administration from an accredited college or university; AND Two (2) years administrative work experience in Public Health or related field such as Health Administration, Health Policy or Public Administration with emphasis in personnel and/or finance; OR Bachelor's Degree from an accredited college or university; AND Four (4) years of experience in an administrative capacity with emphasis in personnel and/or finance. 2. Possess and maintain a valid driver's license.

PHYSICAL ACTIVITIES
This position typically involves sedentary to light work, with occasional walking, standing, and lifting or carrying of items weighing up to thirty-five (35) pounds. Extended periods of computer and desk work are common.
ENVIRONMENTAL CONDITIONS
Work is primarily performed in the administrative offices of the Public Health Department. However, frequent travel within Muskegon County and occasional travel throughout the state may be required for meetings, trainings, or public health coordination efforts. XF275 EVALUATION CONTENT
The selected candidate must take a post-offer medical examination (including back screen and complete physical) and drug screening test given by a County appointed physician before the first day of employment. An offer of employment is contingent upon the results of the medical examination and drug screening test. Applicants for County employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

PURPOSE The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the County system. For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications. This list remains in effect for three months unless exhausted or extended.
