The Northern Arizona VA Healthcare System is hiring a Management & Program Analyst to provide executive level management of administrative support for Rural Health and Native American Veterans. This is a high-profile position with regular interaction with high-ranking government officials, members of Congress, Tribal officials, a variety of technical and professional organizations, and VA Central Office and field leaders.

Time-In-Grade Requirement :

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Academic foundation or vast experience in program management, some clinical experience or education/training in the ambulatory or inpatient setting, customer relations management, and healthcare operations in the public and private sectors.

Preferred Experience:

Experience with Native American outreach, tribal relations, or American Indian health programs. Knowledge of VHA/VA health care system operations at both the national and facility level. Experience serving as a liaison or point of contact with tribal governments, Indian Health Service, and other federal/community partners. Experience in program planning, development, implementation, and evaluation. Strong project management experience, especially for complex or high-visibility outreach initiatives. Experience developing and maintaining Memorandums of Understanding, agreements, or partnership arrangements. Demonstrated skill in policy analysis, interpretation, and implementation of regulations, procedures, and standards. Experience conducting management studies, data analysis, and reporting to improve program effectiveness. Strong communication, negotiation, and conflict-resolution skills with diverse stakeholders. Experience working with rural or underserved communities, especially in health outreach or service delivery. Expert knowledge of Native American cultures and tribal structures.
