For a provisional appointment, a civil service exam is not required. However, to obtain a regular position, the appointee will need to compete successfully in a County Exam when open.
Project Positions:
are generally for a specific, limited duration. Projects can last for five years but may be shorter depending on the project. Newly hired incumbents in project positions do not qualify for retirement.
THE POSITION
Under the general supervision of the Housing Services Director in Housing and Health Services this position is responsible for implementation of care coordination and service delivery process, utilizing new Behavioral Health Bridge Housing (BHBH) funds. Management also includes oversight of program staff, BHBH operations and services and portfolio management.
DISTINGUISHING FEATURES
The Behavioral Health Clinical Manager plays a central role in the successful implementation, oversight, and wind down of the State funded Behavioral Health Bridge Housing (BHBH) project. This position is distinguished by its responsibility for translating the States scope of work, policies, and reporting requirements into daily operational practices, ensuring full compliance with program deliverables and safeguarding funding through adherence to regulatory standards. The Clinical Manager oversees program staff conducting contracting, invoicing, data collection, and data analysis, ensuring accurate financial management, timely reimbursement, reliable data, and effective contract execution. A key feature of this role includes serving as the County liaison to State technical assistance teams, local implementation partners, and city and county collaborators, participating in strategic discussions and guiding coordinated project planning. As the BHBH project approaches its end date, the Clinical Manager leads the ramp down process, including final reporting, contract reconciliation, and organized program closure, ensuring a compliant and seamless transition. In addition, the position is responsible for planning, development, evaluation, and outcome monitoring across Behavioral Health Bridge Housing operations, ensuring sustainable, mission aligned service delivery throughout the program lifecycle.

An effective communicator with excellent written, verbal and interpersonal skills and is focused on developing an environment where diverse multidisciplinary team can work together and offer maximum services to our residents. An exceptional planner, coordinator and evaluator of program services and has the ability to develop and implement a county-wide program. A strong administrator who has ability to develop cost effective systems, manage overall program budget, and plan program sustainability and growth. An experienced supervisor who adheres to principles of effective personnel management; supports and develops staff in order to manage todays changing environment.
EXAMPLE OF DUTIES NOTE

Each individual in the classification does not necessarily perform all duties listed. 1.Manages and oversees, through subordinate supervisory and professional staff, the administration of behavioral health care clinic/program operations. 2.Develops operational and clinical policies, procedures, guidelines, goals and objectives. 3.Manages and evaluates administrative, operational, programmatic and financial functions; and ensures the most effective use of staff, financial and other resources to provide for the most effective delivery of services. 4.Evaluates program alternatives, funding allocations/sources, service delivery alternatives and other elements for possible program inclusion; directs needs assessment and pilot projects and submits documentation and recommendations. 5.Plans, supervises or directs, reviews and evaluates the work of supervisory, professional, technical and support staff; selects staff and provides for their training and professional development; implements discipline as required. 6.Provides administrative supervision of physicians; collaborates with lead physicians on physician/clinical matters. 7.Participates in departmental, agency and county-wide strategic planning and task force activities. 8.Participates in meetings to integrate design and functioning of unit with other components of the Behavioral Health Care Service and with the design and needs of the larger system as a whole. Also participates in County Mental Health Plan development in coordination with the Behavioral Health Care Services Administration. 9.Acts as liaison to administration components of other departments and contract agencies; coordinates the activities of programs with other public and private agencies; and meets with citizens' groups regarding planning of inter-agency policies and agreements. 10.Ensures compliance with related federal, state and local regulations, as well as departmental and county policies and procedures. 11.Conducts staff meetings and conferences to discuss diagnosis and treatment plans; ensures compliance with quality assurance policies and protocols. 12.Prepares a variety of correspondence, narrative and statistical reports, program documentation, policies, procedures, and other written materials.
MINIMUM QUALIFICATIONS
Experience:
The equivalent of three (3) years of post-license experience as a behavioral health/mental health clinician providing clinical and/or case management services, of which one (1) year must have been in a supervisory capacity equivalent to that of a Behavioral Health Clinical Supervisor in Alameda County.
AND Education:
Possession of a master's degree from an accredited school in social work, marriage and family therapy, psychology, counseling, nursing or related field.
License/Certification:
Possession of a valid clinical license from one (1) of the applicable licensing authority: California Board of Behavioral Sciences, California Board of Psychology, or California Board of Nursing. Some positions in this class require a valid California Motor Vehicle Operator's license. Applicants must possess such license prior to appointment to such positions.
