PREVENTION X
seeks an experienced, mission-driven public health leader to oversee community outreach, HIV/STI prevention and testing, patient navigation, linkage and retention in care, and mobile health programming. The Manager directly supervises the Miami Outreach & Navigation Team, leads implementation and operation of the Mobile Community Health & Wellness Program, and translates organizational priorities, grant requirements, performance data, and community needs into effective programs and measurable outcomes. The ideal candidate is a hands-on, culturally responsive leader who can manage programs from the office and alongside staff in the field; build trusted community relationships; strengthen staff performance and morale; and lead with professionalism, compassion, accountability, innovation, and client-centered service.

) is a Florida 501(c)(3) nonprofit organization dedicated to advancing HIV/STI prevention, treatment, care, and community health through accessible, affirming, culturally responsive, and community-centered services. Responsibilities The essential functions of this position include, but are not limited to the following —
Program Leadership & Staff Supervision:
  • Provide day-to-day leadership, supervision, coaching, training, performance management, and professional development for assigned staff.
  • Set program priorities, work plans, schedules, performance targets, and staff expectations; monitor productivity, service quality, documentation, referrals, and deliverables.
  • Support recruitment, onboarding, workforce planning, and continuous improvement of workflows, field protocols, and service-delivery standards.
  • Collaborate with the Patient Growth Manager for Orlando, Tampa, and St. Petersburg to align and standardize outreach and navigation programming across Prevention X's statewide clinical geographies.
  • Administer federal, state, local grant-funded programs, with demonstrable grants management experience and working knowledge of OMB Uniform Guidance (2 CFR Part 200), compliance, reporting, documentation, and programmatic deliverables.
Mobile Health, Outreach & Community Engagement:
  • Serve as Program Lead for the Mobile Community Health & Wellness Program, overseeing deployment planning, staffing, programming, logistics, supplies, and operational readiness.
  • Develop data- and community-informed outreach schedules; secure high-impact locations, recurring sites, partnerships, pop-ups, and community activations.
  • Build relationships with healthcare providers, governments, universities, businesses, community organizations, and other stakeholders; convert community contacts into testing, prevention, navigation, clinical services, and sustained engagement.
  • Evaluate mobile utilization, deployment effectiveness, and engagement strategies, and represent

at community and partner activities.
HIV/STI Testing, Prevention & Phlebotomy:
  • Oversee community-based and mobile HIV/STI testing, prevention activities, counseling, result delivery, referrals, follow-up, and prevention-supply distribution.
  • Monitor testing productivity, laboratory coordination, specimen handling/transport, quality-control documentation, inventories, and staff certifications/competencies.
  • Collaborate with clinical leadership to maintain laboratory, infection-control, quality-assurance, and safety standards; participate in testing/phlebotomy when trained, certified, and operationally necessary.
Patient Navigation, Linkage & Treatment Access:
  • Lead navigation, linkage-to-care, re-engagement, and retention activities across HIV treatment, PrEP/PEP, STI treatment, primary care, behavioral health, pharmacy, and supportive services.
  • Monitor referrals through completion, treatment initiation, follow-up, and retention; develop strategies to reduce loss to follow-up and resolve barriers to care.
  • Coordinate with providers, pharmacies, laboratories, insurers, case managers, and partners, and support staff with complex cases and continuity of care.
  • Maintain working knowledge of insurance eligibility/benefits, provider and pharmacy networks, prior authorizations, appeals, patient-assistance programs, and medication-access barriers sufficient to supervise navigation activities.
Performance, Data, Compliance & Resources:
  • Monitor performance against organizational, grant, and contractual goals, including testing, outreach, prevention-supply distribution, mobile deployments, partnerships, referrals, linkage, treatment initiation, re-engagement, retention, and outreach-to-service conversion.
  • Maintain program dashboards and accurate service documentation; identify underperformance and implement corrective strategies; support grant reporting, evaluation, quality improvement, and organizational reporting.
  • Support compliance with applicable HIPAA, OSHA, CLIA, Florida Department of Health (CTLS), laboratory, infection-control, confidentiality, grant, procedural and organizational requirements, including Reactive Protocol.
  • Monitor program inventories and assist with budgets, procurement, expenditure monitoring, resource stewardship, referral relationships, and collaborative programming. Requirements Knowledge, Skills, and Abilities — Required
  • Bachelor's degree in Public Health, Health/Healthcare Administration, Social Work, Human Services, or related field; equivalent education and substantial relevant experience may be considered.
  • Minimum five years of progressively responsible experience in community health, HIV prevention, healthcare navigation, public health, nonprofit health programming, or related services, including demonstrated supervisory/team leadership experience.
  • Experience managing community outreach, grant-funded health programs, performance targets, schedules, deadlines, and competing priorities.
  • Knowledge of HIV/STI prevention and testing, PrEP/PEP, linkage to care, patient navigation, and community health.
  • Strong leadership, organizational, analytical, communication, problem-solving, and technology/data-system skills.
  • Ability to work occasional evenings/weekends; valid driver's license and ability to operate organizational vehicles as required. Preferred
  • Master's degree in Public Health, Public Administration, Social Work, Healthcare Administration, or related discipline.
  • Phlebotomy certification/training and experience with venipuncture, specimen collection, HIV/STI testing, and laboratory workflows; Florida HIV Test Counselor Certification or comparable experience.
  • Experience managing mobile health/outreach programs and working with Florida Department of Health, Ryan White, Ending the HIV Epidemic, CDC, HRSA, or similar programs.
  • Working knowledge of insurance, pharmacy benefits, prior authorizations, medication-access and financial-assistance programs, and patient support from diagnosis through retention in care.
  • Bilingual English/Spanish or English/Haitian Creole strongly preferred.
