The Bureau of Maternal, Child, and Family Health (BMCFH)/ Complex Medical Help (CMH) is organized to support families by improving birth outcomes and the health status of women, infants, children, and youth, including children and youth with complex health care needs. Using data and proven practice, the bureau's programs support the delivery of direct services, linkages and referrals, population-based supports, program evaluation, education, monitoring and quality oversight, and policy and systems development.
Job Duties What You'll Do:
The Ohio Department of Health (ODH) is seeking a dynamic, mission-driven section administrator to provide strategic leadership within the Complex Medical Help (CMH) program that help children, and young adults with special healthcare needs access essential services and financial support.
Key Responsibilities:
Develop, implement and evaluate statewide policies and procedures for healthcare benefits and financing programs serving children and young adults with special healthcare needs. Coordinate benefits, services and third-party payment resources to help families access appropriate healthcare services and funding. Analyze healthcare legislation, regulations and policies; evaluate their operational impact; and contribute to legislative and budget recommendations. Oversee program systems, data integrity and workflow processes to support accurate and timely client services. Develop and manage program budgets, funding streams and contracts while monitoring expenditures, payments and contractor performance. Represent the program at meetings, conferences and inter-agency planning activities, and deliver presentations to professional and community audiences. Train, coach and evaluate staff while communicating expectations and supporting employee development. Ideal Candidate Strengths! Proven public-health leadership with experience managing complex healthcare or human services programs. Expertise in policy development and analysis supported by knowledge of health legislation, regulations and program compliance. Strong fiscal and contract management skills with experience overseeing budgets, funding sources, expenditures and contractor performance. Clear and confident communication skills with the ability to present complex information and provide recommendations to leadership and stakeholders. Collaborative relationship-builder across government agencies, healthcare organizations and community partners. Supportive, proactive supervisory skills focused on coaching employees and developing engaged, high-performing teams. Strategic thinking and problem-solving capabilities with the ability to evaluate program operations, improve processes and guide program direction. Qualifications Position Qualifications:
5 yrs. exp. in planning & administering health programs, with experience to be commensurate with approved position description on file. OR Completion of graduate core program in field of public health, health administration, preventive medicine, social work, nursing or other health-related field or public policy & management/public administration or business administration AND 2 yrs. exp. in planning & administering health programs, with education & experience to be commensurate with approved position description on file. OR 2 yrs. exp. as Health Planning Administrator 1, 65245, with experience to be commensurate with approved position description on file. OR 1 yr. exp. as Health Planning Administrator 2, 65246, with experience to be commensurate with approved position description on file. OR Equivalent of Minimum Class Qualifications for Employment noted above.

ALL ANSWERS TO THE SUPPLEMENTAL QUESTIONS MUST BE SUPPORTED BY THE WORK EXPERIENCE/EDUCATION PROVIDED ON YOUR CIVIL SERVICE APPLICATION.
Unless required by legislation, the selected candidate will begin at Pay Grade 15, Step 1 of the Exempt Pay Range Schedule ($44.38 per hour), with an opportunity for pay increase after six months ($46.88) of satisfactory performance and then a yearly raise thereafter.
