The Program Manager is the single accountable, dedicated, on-site leader for ACG's Medical Support Assistant workforce supporting the NIH Clinical Center's Nursing Department. The PM holds contractual authority and operational responsibility for every MSA decision the Government touches - candidate screening, shift coverage, training compliance, incident response, timekeeping accuracy, customer-service quality, performance reviews, and reporting to the Contracting Officer's Representative (COR). The PM serves as ACG's primary interface with NIH Nursing leadership and the COR, operating ACG's closed-loop management architecture (Deltek Costpoint Time Collection, Bullhorn ATS, Relias Healthcare LMS). Essential Duties & Responsibilities Training Compliance Ensure every MSA completes CC New Employee Orientation, CCND New Employee Orientation, mandatory CBT modules, and yearly CC Mandatory training within 30 days of start Manage NIH system-specific training (CRIS, NBS, ESS, i-Med Consent, Admissions/Travel/Voucher, Visual Supply Catalogue, Credentialing Database) through Relias Healthcare LMS Submit completion documentation to the COR by required deadlines Required Qualifications Education Bachelor's degree (minimum) in Healthcare Administration, Business Administration, Public Health, Patient Services, Human Resources, Organizational Leadership, or equivalent Master's degree preferred Experience Minimum 7 years of management experience in Federal customer-service or clinical-environment administrative staffing Minimum 3 years in a directly comparable on-site supervisory role overseeing a front-line patient-facing or customer-facing administrative workforce Documented prior responsibility for 24/7 customer-service-heavy administrative teams of comparable size (roster of 23-25 FTEs) Functional Capability Trained and competent in all 9 SOW functional duty categories: Scheduling activities (CRIS / Enterprise Scheduling System / Institute-specific systems) Admissions and outpatient registration Reception Patient records Clinical support Equipment, material, and supply support Patient travel and local transportation (NBS vouchers) Statistics, reporting, and administrative activities SOW language and physical requirements Federal Contract Operating Discipline
