•Bemidji, Minnesota About Kai Shin Clinic Kai Shin Clinic is seeking an experienced, compassionate, organized, and culturally responsive Program Manager to lead our Bemidji outpatient substance use disorder program. The Program Manager is responsible for the day-to-day success of the program, including clinical operations, staff leadership, census and admissions, client engagement, compliance, documentation quality, community partnerships, and program growth . This is a hands-on leadership position. The Program Manager will oversee program operations while remaining willing and able to provide direct clinical services when necessary to support clients and maintain appropriate program coverage. Kai Shin Clinic places a strong emphasis on culturally responsive care for Native American and Indigenous individuals and communities. We are seeking a leader who values relationship building, cultural humility, accountability, community engagement, collaboration, and recovery-oriented treatment. Experience working with Native American, Indigenous, Tribal, rural, or culturally specific programs is highly valued. Primary ResponsibilitiesProgram Management & Daily Operations Provide day-to-day leadership and oversight of Kai Shin Clinic's Bemidji substance use disorder program. Take ownership of the overall organization, quality, and performance of the program. Oversee IOP and OP programming, including groups, individual sessions, intakes, assessments, admissions, and discharges. Ensure daily programming is appropriately staffed and services occur as scheduled. Monitor program census, attendance, admissions, discharges, retention, and client engagement. Identify barriers affecting admissions, attendance, retention, or successful completion of treatment and implement solutions. Ensure prospective clients and referrals are moved efficiently through the intake and admission process. Coordinate staffing and clinical coverage. Address day-to-day operational concerns promptly. Communicate staffing, clinical, compliance, and operational concerns to clinic leadership. Participate in program planning, development, and continuous improvement. Maintain an organized, professional, welcoming, and client-centered program environment. Staff Leadership & Accountability Provide daily leadership, direction, and support to program staff. Establish clear expectations for staff performance, schedules, caseloads, documentation, and client responsibilities. Conduct regular staff check-ins and team meetings. Monitor completion of assigned responsibilities and required documentation. Provide coaching and feedback regarding clinical practices, documentation, client engagement, and group facilitation. Support onboarding, orientation, and training of new staff. Identify performance concerns and work with clinic leadership to develop improvement or corrective action plans when appropriate. Promote accountability while maintaining a supportive and collaborative leadership approach. Assist with identifying staffing needs and maintaining appropriate program coverage. Promote teamwork, communication, professionalism, and a positive workplace culture. Clinical Leadership Provide clinical guidance and case consultation to counseling staff. Support counselors with complex client situations and treatment planning. Assist with determining appropriate treatment needs, referrals, and levels of care. Review treatment plans, treatment plan reviews, progress notes, discharge documentation, and other clinical records. Monitor clinical documentation for quality, completeness, medical necessity, and timeliness. Provide LADC clinical supervision when appropriately qualified. Support counselors working toward LADC licensure when permitted by applicable Minnesota requirements. Assist with clinical training and professional development of staff. Promote person-centered, recovery-oriented, culturally responsive treatment practices. Direct Clinical Services Although this is primarily a program management position, the Program Manager is expected to remain engaged in clinical operations and provide direct services when needed.
Responsibilities may include:
Facilitating outpatient substance use disorder treatment groups. Conducting individual counseling sessions and recovery check-ins. Conducting intake and screening calls. Completing treatment plans, treatment plan reviews, progress notes, and required clinical documentation. Assisting with assessments, admissions, and discharges within the individual's scope of practice. Providing clinical coverage during staff absences or periods of increased program need. Supporting clients experiencing barriers to treatment participation. The Program Manager's direct clinical responsibilities may be adjusted based on census, staffing, and overall program needs. Intake, Admissions & Census Management The Program Manager is responsible for ensuring the Bemidji program maintains an effective and responsive intake and admissions process.
Responsibilities include:
Oversee new referrals, intake calls, assessments, and admissions. Ensure prospective clients and referral sources receive timely responses. Conduct or oversee intake and screening calls. Monitor all pending referrals and ensure clients do not become lost during the admission process. Coordinate assessments and appropriate program placement. Monitor IOP and OP census. Track attendance, cancellations, no-shows, and client engagement. Ensure appropriate follow-up occurs after missed appointments. Identify clients at risk of disengaging from treatment and coordinate appropriate interventions. Monitor transitions between IOP, OP, and community-based services. Identify opportunities to responsibly increase program utilization and census. Work collaboratively with clinic leadership on program growth goals. Care Coordination & Community Partnerships Develop and maintain strong relationships with Tribal programs, healthcare providers, behavioral health providers, community organizations, referral sources, recovery programs, and other community partners. Serve as a primary point of contact for community and referral partners when appropriate. Coordinate client referrals for medical care, behavioral health services, housing, social services, recovery support, and other community resources. Ensure referrals are followed through and barriers to accessing services are addressed whenever possible. Participate in community meetings, outreach activities, and relationship-building opportunities. Maintain strong communication with organizations referring clients to Kai Shin Clinic. Promote collaboration between Kai Shin Clinic and organizations serving Bemidji and surrounding communities. Identify opportunities to expand community awareness of Kai Shin Clinic's IOP and OP services. Compliance & Quality Management Maintain working knowledge of Minnesota Statute 245G requirements and applicable ethical, regulatory, confidentiality, and documentation standards. Ensure program operations and clinical services follow applicable requirements and Kai Shin Clinic policies. Monitor treatment plans, treatment plan reviews, progress notes, assessments, discharge documentation, and other required clinical records. Identify missing, incomplete, or overdue documentation and ensure timely correction. Conduct or support routine chart audits and quality reviews. Assist with preparation for licensing reviews, payer audits, internal audits, and other regulatory activities. Participate in corrective action plans when deficiencies are identified. Monitor staff compliance with required training and program expectations. Work collaboratively with clinic leadership and compliance staff to resolve identified concerns. Promote a culture of accountability, compliance, quality, and continuous improvement. Program Performance & Reporting The Program Manager is expected to understand and actively manage the performance of the Bemidji program.

Compensation Base Salary:
$75,000 per year In addition to the base salary, the Program Manager is eligible for a quarterly performance bonus of up to $2,500 . This provides the opportunity for total annual compensation of up to $85,000 . Quarterly Performance Bonus Quarterly performance bonuses are based on achievement of established program and leadership goals.
Performance measures may include:
Maintaining and growing appropriate IOP and OP census. Meeting attendance and client engagement expectations. Timely response to referrals and prospective clients. Appropriate conversion of referrals to assessments and admissions. Maintaining timely and complete clinical documentation. Meeting Minnesota 245G and Kai Shin Clinic compliance expectations. Successful chart audits and timely correction of identified deficiencies. Staff accountability, productivity, and program coverage. Client retention and appropriate progression through treatment. Development and maintenance of community and referral relationships. Completion of required program reporting. Achievement of established quarterly program goals. Quarterly bonuses are performance-based and determined based on the overall performance of the program and achievement of established quarterly objectives. Required Qualifications Candidates must hold an applicable credential in good standing, such as: Minnesota Licensed Alcohol and Drug Counselor (LADC); or Qualifying UMICAD Alcohol and Drug Counselor credential, including
UMICAD ADC
III, when appropriate for the population served and within the scope permitted by the credential. UMICAD, the Upper Midwest Indian Council on Addictive Disorders, provides culturally specific training and professional certification for substance use disorder professionals serving American Indian communities.
Additional requirements include:
Experience providing substance use disorder treatment services. Experience facilitating treatment groups. Knowledge of recovery-oriented and person-centered care. Strong clinical documentation skills. Ability to conduct intake and screening calls. Strong leadership, communication, and organizational skills. Ability to manage multiple aspects of a clinical program simultaneously. Ability to provide direction and accountability to staff. Ability to coordinate care with healthcare providers and community resources. Ability to manage competing priorities and meet deadlines. Ability to work independently and make appropriate day-to-day operational decisions. Ability to collaborate effectively with clinical, administrative, compliance, and leadership teams. Reliable transportation and ability to work in person in Bemidji. Preferred Qualifications Minnesota LADC. Previous program management, supervisory, or clinical leadership experience. Experience managing or leading a substance use disorder treatment program. Experience with IOP and OP programming. Experience working with Native American, Indigenous, or Tribal communities. Experience with or certification through UMICAD. Understanding of historical trauma, intergenerational trauma, and culturally responsive treatment. Familiarity with Minnesota 245G requirements and clinical documentation standards. Experience with intake, admissions, census management, care coordination, chart review, or clinical compliance. Experience supervising, mentoring, coaching, or training clinical staff. Training and qualifications to provide clinical supervision for LADCs or individuals working toward LADC licensure in Minnesota. Ability to provide LADC clinical supervision in accordance with applicable Minnesota requirements is strongly preferred. Experience developing relationships with Tribal programs, community organizations, healthcare providers, and referral partners. Leadership Expectations The Program Manager is expected to take ownership of the Bemidji program and proactively identify and resolve problems.

Candidates with strong clinical leadership experience, knowledge of Minnesota 245G requirements, experience working with Native American and Indigenous communities, and the ability to provide LADC clinical supervision are especially encouraged to apply.
