DIRECTOR OF BEHAVIORAL HEALTH - RESIDENTIAL JOB DESCRIPTION POSITION SUMMARY
The Director of Behavioral Health - Residential is responsible for the overall clinical and operational oversight of behavioral health services within the Gibson Center for Behavioral Change Residential Program. This position provides leadership, supervision, and clinical support to residential staff; ensures compliance with applicable regulatory, accreditation, and agency standards; monitors the quality and effectiveness of clinical services; and supports the implementation of agency policies, procedures, and performance improvement initiatives. The Director works collaboratively with residential leadership, clinical services, nursing, medical services, and other departments to ensure that individuals receiving services receive safe, effective, person-centered, and clinically appropriate care.
RESPONSIBILITIES AND DUTIES
Provide leadership, support, and clinical guidance to direct service staff, including counselors, directors, Community Support Advocates, Behavioral Health Technicians (BHTs), support staff, and nursing staff. Ensure the Residential Program maintains compliance with Gibson Center for Behavioral Change policies and procedures, CARF standards, Missouri Department of Mental Health (DMH) requirements, and other applicable regulatory and certification standards. Serve as a liaison between the Residential Program and community partners and referral sources, including counseling centers, churches, physicians, hospitals, courts, attorneys, probation and parole officers, other treatment providers, patients, families, and insurance companies. Continually monitor and audit patient records and charts to ensure accuracy, quality, completeness, and compliance with applicable standards and requirements. Provide ongoing consultation and support to staff regarding clinical issues, treatment concerns, patient needs, and problem resolution. Coordinate and provide advanced-level in-service training and professional development for assigned staff. Provide case management, educational activities, group therapy, individual counseling, and family counseling as needed, including services for individuals who may be difficult to engage or reach. Chair committees and participate in organizational initiatives as assigned or as required by program needs. Attend off-site meetings, community meetings, and other professional activities as appropriate or as directed by the Chief Behavioral Health Officer (CBHO). Make recommendations regarding hiring, disciplinary action, performance management, and termination of residential staff. Recommend improvements to the Residential Program based on identified needs, outcomes, regulatory requirements, and quality improvement activities. Serve on the Performance Improvement Committee and participate in agency performance improvement activities. Train and orient new residential staff and ensure employees are appropriately prepared and qualified to perform their assigned duties. Provide group and individual counseling, educational activities, eligibility determinations, assessments, and other clinical services as needed and within the scope of the individual's credentials and qualifications. Ensure residential policies and procedures accurately reflect current practices and applicable regulatory and accreditation requirements. Serve as a member of the Clinical Management Team and report program data, outcomes, trends, and other information related to residential services. Monitor the residential video surveillance system, as appropriate, to support the safety, security, and effective day-to-day operation of the Residential Program. Provide feedback and input to other directors and assist with the oversight and implementation of agency and program policies and procedures. Establish and maintain positive, professional working relationships with stakeholders, referral sources, community partners, patients, families, and other service providers. Work collaboratively with the Director of Clinical Support Services, Director of Nursing, Medical Director, and other members of the leadership team. Ensure treatment team meetings are properly coordinated, adequately prepared for, clinically appropriate, and accurately documented. Provide clinical supervision for assigned staff, including monitoring caseloads, productivity, patient records, clinical documentation, job performance, and identified training needs. Complete annual performance reviews for all assigned staff and maintain appropriate supporting documentation. Review and approve employee timecards and paid time off requests at regular intervals and in accordance with established payroll cycles. Ensure personal training, licensure, certifications, and other required credentials remain current and ensure assigned staff maintain required training and credentials. Maintain confidentiality and comply with all applicable laws, regulations, ethical standards, and Gibson Center for Behavioral Change policies regarding patient and employee information. Complete other duties and responsibilities as assigned.

The Director of Behavioral Health - Residential provides direct supervision and oversight of assigned residential clinical and direct service staff and is responsible for the supervision of residential services in accordance with organizational structure and agency policy.

QUALIFICATIONS
Must possess one of the following credentials or licenses: Certified Reciprocal Alcohol and Drug Counselor (CRADC); Certified Reciprocal Advanced Alcohol and Drug Counselor (CRAADC); Certified Criminal Justice Addictions Professional (CCJP); Licensed Professional Counselor (LPC); or Licensed Clinical Social Worker (LCSW) who has completed, or will complete within six (6) months, the applicable clinical supervision credentialing process. Minimum of four (4) years of related behavioral health, substance use disorder, or human services experience. Progressive supervisory or management experience required. High school diploma or GED required. Associate's or bachelor's degree in human services, behavioral health, social work, counseling, psychology, or a related field preferred. Equivalent education and/or relevant work experience may be considered in accordance with agency requirements. Experience working with individuals with co-occurring mental health and substance use disorders preferred. Must maintain all required professional licenses, certifications, training, and credentials throughout employment. Must demonstrate effective leadership, communication, organization, problem-solving, and interpersonal skills. Must be able to maintain professional boundaries and confidentiality and work effectively with patients, families, employees, community partners, and other stakeholders.
