Job Description
Job Overview The Clinical Director is responsible for providing clinical leadership, oversight, supervision, and quality assurance for Ethos Services' behavioral health programs. The Clinical Director will oversee the delivery of SACOT (Substance Abuse Comprehensive Outpatient Treatment), SAIOP (Substance Abuse Intensive Outpatient Program), IIH (Intensive In-Home), CST (Community Support Team), and Peer Support Services. The Clinical Director ensures that all services are delivered in accordance with applicable North Carolina Department of Health and Human Services (NCDHHS) requirements, Medicaid/MCO requirements, state regulations, accreditation standards, agency policies and procedures, and evidence-based behavioral health practices. The Clinical Director works closely with administrative leadership, clinical staff, Qualified Professionals, therapists, case managers, peer support specialists, and external partners to ensure clients receive coordinated, ethical, person-centered, and clinically appropriate services. Duties Oversee the clinical operations of SACOT, SAIOP, IIH, CST, and Peer Support Services. Provide clinical leadership, direction, and support to all clinical staff. Ensure services are provided according to NC Medicaid, MCO, NCDHHS, service definition, and Ethos Services requirements. Supervise and provide guidance to Clinical Supervisors, Qualified Professionals, therapists, case managers, and other clinical staff. Ensure all clients receive appropriate assessments, treatment planning, interventions, and discharge planning. Review and approve clinical documentation, treatment plans, assessments, progress notes, and other required documentation. Conduct routine chart audits and quality assurance reviews. Monitor documentation for accuracy, completeness, timeliness, and medical necessity. Monitor staff compliance with clinical policies, procedures, and service definitions. Provide consultation on high-risk, complex, or crisis cases. Ensure appropriate crisis plans and safety plans are developed and implemented. Review and follow up on critical incidents, complaints, grievances, and clinical concerns. Ensure appropriate coordination of care between Ethos Services, families, DSS, schools, physicians, hospitals, MCOs, and other providers. Monitor client progress and ensure services are meeting individualized treatment goals. Identify clients who may need a higher or lower level of care and coordinate appropriate referrals. Ensure timely discharge and transition planning. Monitor staff productivity and clinical service delivery. Identify staffing and training needs within each program. Provide or coordinate clinical supervision, consultation, and staff training. Ensure staff maintain required credentials, licenses, certifications, and training. Develop and implement corrective action plans when clinical or documentation deficiencies are identified. Participate in internal and external audits, MCO reviews, Medicaid reviews, and accreditation activities. Assist with the development and revision of clinical policies and procedures. Monitor program outcomes and recommend improvements to clinical services. Ensure Peer Support Specialists provide services within their scope of practice and maintain appropriate professional boundaries. Ensure substance use services are clinically appropriate and recovery-focused. Ensure IIH and CST services are individualized, family-centered, and community-based. Participate in treatment team meetings, staffing meetings, and leadership meetings. Maintain confidentiality and ensure compliance with HIPAA and applicable privacy requirements. Address clinical staff performance concerns and provide corrective guidance when needed. Promote ethical, trauma-informed, person-centered, and recovery-oriented practices. Assist with program development, implementation, and expansion. Maintain effective communication with agency leadership and clinical staff. Serve as a clinical resource for staff when questions or concerns arise. Perform other clinical and administrative duties as assigned by Executive Leadership. Requirements Master's degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a related behavioral health field. Current North Carolina clinical license or credential appropriate to the position and services being supervised. Minimum of 3-5 years of behavioral health experience, preferably in community-based mental health and/or substance use services. Previous clinical supervisory or management experience required. Experience overseeing or working with SACOT, SAIOP, IIH, CST, and/or Peer Support Services preferred. Strong knowledge of North Carolina Medicaid, MCO requirements, NCDHHS regulations, and applicable service definitions. Knowledge of person-centered planning, treatment planning, assessments, clinical documentation, medical necessity, and discharge planning. Experience conducting clinical supervision, chart reviews, quality assurance, and compliance audits. Ability to provide clinical consultation and direction for high-risk, crisis, and complex cases. Strong knowledge of behavioral health and substance use treatment practices. Ability to supervise, train, evaluate, and support clinical staff. Strong written and verbal communication skills. Strong organizational, leadership, decision-making, and problem-solving skills. Ability to manage multiple programs, staff, and competing priorities. Must maintain all required licenses, certifications, training, and continuing education. Must successfully complete all required background checks and employment screenings. Must maintain professional ethics, confidentiality, and appropriate boundaries. Must have reliable transportation and the ability to travel between office, community, client, and program locations as needed. Must be able to respond appropriately to urgent clinical and programmatic matters. Must demonstrate commitment to client-centered, trauma-informed, recovery-oriented, and culturally responsive care.
