Job Description
Job Overview Director Life Opportunities Behavioral Health Services Facility is an equal opportunity employer seeking a Director to oversee program management and supervision across all programs within this area. This position is responsible for the program management and supervision of programs that are more complex and that interface with other programs at the state and local levels. The Director plans, directs, and evaluates programmatic and related administrative functions, and leads research, design, and implementation of major agency initiatives on a statewide basis, establishing program goals and objectives consistent with organizational goals and policies. The role requires planning, directing, and evaluating programmatic and administrative functions based on an assessment of administrative requirements and consideration of legislative mandates. The Director represents the agency in developing and maintaining effective working relationships with other state agencies, service providers, stakeholder groups, legislative committees, and various advisory councils. This includes supervising the development, interpretation, and implementation of program standards, goals, and objectives; providing input to agency management on policy and service delivery issues; and ensuring that operations remain consistent with the organization's overall mission. The Director also provides consultation and supervision to subordinate management staff in compiling programmatic data needed for long-range planning objectives and goals, reviews subordinate staff input on budget matters, and evaluates the budgetary needs of the program or specialized service area. The role involves setting priorities and deadlines to address service delivery structure needs. This position is distinguished from the CEO role by the size and complexity of the program, oversight of programs serving multiple disabilities on a system-wide basis across both state-operated and locally operated entities, the number and types of staff supervised, and responsibility for higher-level planning and goal development. Candidates should hold a master's degree in a discipline specific to the program along with five years of relevant experience, including three years in a supervisory or consultative capacity ; or a bachelor's degree in a discipline specific to the program with seven or more years of relevant experience, including four years in a supervisory or consultative capacity; or an equivalent combination of education and experience. The ideal candidate brings a strong understanding of the policies, procedures, and funding mechanisms of the state and federal programs governing this area of assignment, along with solid knowledge of compliance monitoring, program reviews, resource management, appeals, records, and documentation. Familiarity with best practices, national trends, and policy initiatives affecting the service delivery system is important, as is skill in analyzing and evaluating programs and presenting findings in clear reports. Strong interpersonal skills are essential for building effective working relationships with staff from federal, state, and local agencies, as well as with clients, the general public, and private service providers. The role calls for demonstrated leadership, planning, budgeting, and organizational management skills, along with the ability to apply automation tools to the program area and to manage a staff of professional and support positions within a large program. Effective oral and written communication with division staff, other state agencies, service providers, stakeholder groups, legislative committees, and advisory councils rounds out the core qualifications.
