Job Description
JOB FUNCTION
The Health Services Manager coordinates the delivery, monitoring, training, and reporting requirements for health, dental, and nutrition services for Head Start and Early Head Start children and families. The manager ensures that services meet Head Start Performance Standards, applicable New Jersey licensing requirements, CACFP requirements, and other applicable program and licensing standards.ESSENTIAL FUNCTIONS
1. Works closely with management and staff to ensure that health, dental, and nutrition services are delivered effectively and efficiently. 2. Assists Family Partnership staff in maintaining accurate, confidential, and up-to-date health, dental, and nutrition records for all children in accordance with program procedures, Head Start Performance Standards, licensing requirements, and HIPAA regulations. 3. Monitors and documents the health and nutrition status of children to ensure required screenings, assessments, immunizations, medical care, dental care, and follow-up services remain current and compliant. 4. Performs pertinent screenings and coordinates follow-up activities required by Head Start Performance Standards. 5. Reviews family intake materials and health updates with Family Partnership staff and Center leadership to identify health, dental, nutrition, and special dietary needs. 6. Completes or coordinates referrals for health, dental, and nutrition concerns and connects families and staff with appropriate outside resources, including registered dietitians or dietary technicians when needed. 7. Advocates for preventive health, dental, and nutrition care for Head Start and Early Head Start children and families through established community resources and service providers. 8. Conducts purposeful home visits for enrolled children and families when health or nutrition needs require additional support. 9. Coordinates services for children with allergies, food preferences, special dietary needs, formula needs, and the introduction of solid foods in infant and toddler classrooms. 10. Coordinates with social service agencies and community resources and works with Family Partnership staff to help families access health, dental, nutrition, WIC, SNAP, and other available resources. 11. Provides direct supervision to the health and nutrition team and supports staff development, monitoring, hiring, disciplinary actions, evaluations, and terminations in accordance with agency procedures. 12. Develops, conducts, or facilitates workshops and training for staff, parents, and children on health, dental, nutrition, food safety, family style meal service, and developmentally appropriate nutrition practices. 13. Develops and updates Head Start and Early Head Start health and nutrition policies and procedures in collaboration with program leadership. 14. Works with program leadership, Planning, and Finance to prepare and submit CACFP sponsor management plans and other required CACFP documents. 15. Recruits and manages food vendors in accordance with CACFP requirements. 16. Coordinates the commodities program, including required documentation, storage, distribution, and communication with purchasing and operations staff. 17. Monitors the CACFP program through site visits, meal count reviews, document reviews, and other required monitoring activities to ensure full compliance. 18. Ensures implementation of family style meal service and provides staff training on nutritionally and developmentally appropriate practices with young children. 19. Develops or coordinates menus in accordance with Head Start Performance Standards and CACFP guidelines, including appropriate menus for infants and toddlers, formula selection, and introduction of solid foods. 20. Ensures menus are distributed to centers before implementation and confirms that staff communicate allergy information and food preferences in accordance with Head Start and CACFP requirements. 21. Reviews and coordinates meal requests for field trips and other approved program activities. 22. Maintains inventory oversight for kitchen, cold storage, food orders, and food needed to support approved menus. 23. Works with facilities and administrative staff to ensure centers maintain current sanitation certificates. 24. Visits cooking centers regularly and monitors compliance with health department codes, state licensing requirements, Head Start requirements, and CACFP requirements. 25. Performs health file audits and works with Center leadership and Family Partnership staff to obtain required medical, dental, nutrition, and follow-up documentation. 26. Maintains accurate tracking systems for health, dental, and nutrition information and reviews data, reports, and statistics to identify program issues and needed corrective action. 27. Submits required statistical and narrative reports in a timely and accurate manner, including monthly reports, service area data, center visit information, observations, training activity, compliance issues, and recommendations. 28. Ensures parents and Policy Council have opportunities to participate in decision-making related to health and nutrition services. 29. Recruits community volunteers for the Health Services Advisory Committee and participates in Health Services Advisory Committee meetings. 30. Participates in transition planning for children and families and attends parent and staff center meetings as needed. 31. Ensures the safety of children by participating in center monitoring, implementing child safety procedures, reporting accidents, reporting suspected child abuse or neglect, following Standards of Conduct, and reporting child health or safety concerns to the appropriate supervisor. 32. Performs all other Head Start and Early Head Start duties as assigned.QUALIFICATIONS
1. Graduate of an accredited school of Nursing (RN/LPN) or Bachelor's degree in Public Health, preferred. 2. Registered Dietitian or Dietary Tech preferred, or equivalent education in health and nutrition. 3. Early childhood health care experience, including knowledge of current child care health requirements established by local and state licensing bodies. 4. Knowledge of Head Start health, dental, nutrition, and CACFP requirements. 5. Ability to prepare and teach meaningful health and nutrition education principles and practices to individuals of varying educational and socio-economic backgrounds. 6. Minimum of two years of management or supervisory experience. 7. Must have a valid New Jersey Driver's license, required liability insurance, and access to a vehicle daily. 8. Must submit to required background and fingerprint checks.Pay:
