Full Job Description Duration:

3 Months to long term Provide overall administrative and operational leadership for the healthcare program. Oversee implementation and enforcement of site-specific healthcare policies and procedures. Ensure policies and procedures are reviewed at least annually and whenever changes occur, and ensure staff are trained on applicable policies. Oversee the implementation of the Continuous Quality Improvement (CQI) Program , including quality indicators, outcome studies, corrective actions, patient safety activities, meetings, documentation, and annual review. Monitor healthcare staffing, scheduling, vacancies, coverage, productivity, and operational performance. Coordinate recruitment, onboarding, credentialing, orientation, and retention of healthcare personnel. Ensure appropriate coverage for medical, mental health, dental, emergency, intake/booking, medication administration, MAT, and other required services. Participate in required quarterly meetings with County/Jail Administration to review contract performance, operational issues, CQI activities, and compliance. The HSA is specifically identified as a required attendee. Conduct/participate in monthly healthcare staff meetings and ensure attendance and meeting documentation are maintained. Oversee preparation and submission of required monthly statistical and operational reports to custody leadership. Maintain effective communication with County officials, Jail Administration, custody personnel, healthcare staff, patients, and external healthcare providers. Coordinate hospital and specialty-care services for inmates when services are medically necessary and unavailable onsite. Support development and maintenance of the facility's offsite healthcare provider network. Coordinate telehealth services where appropriate to improve access and reduce unnecessary transports. Oversee compliance with healthcare documentation, medical records, confidentiality, privacy, grievance, incident reporting, and quality requirements. Ensure continuity of care from inmate intake through discharge or transfer. Monitor vendor performance, subcontractors, professional services, supplies, equipment, pharmacy, diagnostics, and other operational resources. Support NCCHC accreditation activities and maintain documentation necessary to demonstrate compliance.
