We are seeking an experienced and dedicated Residential Treatment Home (RTH) Administrator to oversee the daily operations, regulatory compliance, and clinical service coordination for our residential behavioral health setting. This position is responsible for maintaining a safe, recovery-oriented, and trauma-informed home for adults living with serious and persistent mental illness (SPMI) and co-occurring disorders. The Administrator ensures adherence to state administrative rules (OAR 309-035) and Home and Community-Based Services (HCBS) standards, leads direct-care personnel, coordinates with county and community mental health partners, and oversees resident care planning, medication management, and facility operations.
Responsibilities:
Direct the daily operations, physical plant maintenance, and safety protocols of the home, maintaining on-site administrative presence. Maintain compliance with state licensing standards under
OAR 309-035, HCBS
regulations, life safety codes, and local authority requirements. Coordinate and supervise the development, implementation, and regular review of person-centered Individualized Service Plans (ISPs) and behavioral support plans. Recruit, onboard, schedule, and supervise direct-care staff (QMHAs and residential specialists); ensure all mandatory pre-service and annual in-service training hours are completed and documented. Oversee medication administration systems, MAR tracking, secure storage, and regular audits for psychotropic and somatic medications in accordance with state delegation and pharmacy rules. Manage crisis intervention protocols, behavioral de-escalation strategies, and mandatory critical incident reporting to county and state agencies within required statutory timeframes. Manage facility financial tasks, including petty cash, resident personal fund accounts, grocery/supply procurement, and operational budget allocations. Collaborate with community mental health programs (CMHPs), case managers, licensed medical providers (LMPs), families, and outside healthcare professionals. Protect resident rights, foster independence and life-skills training, and advocate for community integration.
Qualifications:
Meet state regulatory qualification standards: Minimum of 1 year of clinical experience working with individuals diagnosed with serious mental illness in a behavioral health setting, OR 2 years of experience in a licensed residential care setting serving individuals with mental health or developmental challenges. Degree in Psychology, Social Work, Human Services, Healthcare Administration, or a related field preferred; QMHA or QMHP credential is an asset. Demonstrated knowledge of OAR 309-035, trauma-informed care practices, positive behavior support, and mandatory abuse reporting laws. Prior experience with medication administration protocols, documentation standards, and MAR reconciliation. Strong leadership, conflict resolution, crisis de-escalation, and administrative organization skills. Proficiency in Microsoft Office and electronic health record/reporting systems. Valid driver's license with an acceptable driving record. Ability to successfully pass a state-mandated criminal background check and fitness-for-duty determination prior to hire. Current CPR and First Aid certification (or ability to obtain prior to start).
