MHOTR (Mental Health Outpatient Treatment and Rehabilitation) Position Overview Chosen Wellness Counseling Services Inc. is seeking an experienced and highly motivated Director of MHOTR Services to lead the development, implementation, and ongoing operations of a new MHOTR program in New York City. The Director will play a key leadership role in building the program from the ground up, establishing strong clinical and operational systems, developing a qualified multidisciplinary team, and ensuring services are delivered in accordance with applicable New York State and New York City behavioral health requirements. This is an excellent opportunity for a behavioral health professional with strong leadership, program-development, and regulatory experience who is excited to help establish and grow a new community-based mental health program. Key Responsibilities Lead the planning, development, implementation, and day-to-day operations of the MHOTR program. Develop policies, procedures, workflows, and quality-improvement systems necessary to support program operations. Provide clinical and administrative leadership to program staff. Recruit, interview, onboard, supervise, and support qualified clinical and support personnel. Develop and maintain a multidisciplinary service team consistent with program requirements. Ensure services are person-centered, recovery-oriented, culturally responsive, and trauma-informed. Oversee intake, assessment, treatment planning, service coordination, documentation, and discharge processes. Establish systems for accurate and timely clinical documentation and recordkeeping. Monitor program performance, quality indicators, productivity, and compliance. Coordinate with referral sources, hospitals, community organizations, healthcare providers, and other service partners. Develop relationships with community stakeholders to build referral networks and increase access to services. Participate in audits, reviews, licensing activities, and regulatory processes as applicable. Ensure staff understand and follow applicable policies, professional standards, and regulatory requirements. Assist with budgeting, staffing projections, program development, and operational planning. Identify opportunities for program growth, partnerships, and improved client outcomes. Promote a positive organizational culture focused on client dignity, recovery, safety, and staff development. Report program performance and operational needs to executive leadership. Qualifications Master's degree or higher in Social Work, Mental Health Counseling, Psychology, Marriage and Family Therapy, or another closely related behavioral health field. Appropriate New York State professional license or credential preferred/required based on the individual's clinical and supervisory responsibilities. Demonstrated experience in behavioral health program leadership, administration, or clinical supervision. Experience working with adults with serious mental illness and/or complex behavioral health needs. Knowledge of New York State behavioral health regulations and community-based mental health services. Experience developing or launching a behavioral health program is strongly preferred. Strong understanding of documentation, quality assurance, clinical compliance, and interdisciplinary care. Excellent communication, leadership, organizational, and problem-solving skills. Ability to build and manage a multidisciplinary team. Strong computer, documentation, and electronic health record skills. Commitment to culturally competent, recovery-oriented, and client-centered care.
