Job Description
Description Bring your long-term care leadership skills to the Department of Social and Health Services. The division of Residential Care Services (RCS) within the Home and Community Living Administration (HCLA) is seeking an Adult Family Home Program Field Manager to serve as the subject matter expert for this regulatory role in region 3 in the Tumwater office. This leadership position will be responsible for working with a dynamic, multidisciplinary team and overseeing staff who are regulating Adult Family Homes. The team ensures minimal licensing requirements are met by conducting complaint investigations and licensing inspections. This is an exciting opportunity to help us continue to align with DSHS's mission and to impact the lives of the vulnerable individuals living in adult family homes. As Field Manager, you'll supervise, direct, and assign the work of complaint investigators and licensors, a field unit that covers multiple counties and municipalities. You'll oversee the administration and delivery of quality assurance services provided by the field staff including ongoing evaluations, quality improvement, and activities to ensure the work of the unit produces efficient and effective delivery of services to RCS customers. This position offers some flexible hybrid remote work Some of what you'll do. Plan, lead, and organize the unit's workload. Communication and organizational skills are key components of this role. Ensure complaint investigations and other department activities are conducted accurately and timely in accordance with state requirements. Ensure staff members collect data and write reports that are outcome-based, with solid/accurate observations and the use of "plain talk" language in all written reports. Assess, evaluate and exercise clinical judgment regarding health care finding of long-term care facilities submitted by field staff. Recommend enforcement actions against adult family homes when applicable to ensure resident safety. Plan workload and staff assignments using critical thinking to prioritize the unit's work based on risks to residents of adult family homes. Serve as the subject matter expert for complaint investigations and inspections in the region. Assist and fill in for other Field Managers or the Regional Administrator as needed. Represent the Department in administrative hearings. Conduct frequent observational field visits with staff to ensure consistency of implementation of procedures and state program regulations. Train and work with staff in the region to develop complaint investigation skills. Interview and recommend staff selection; support the State's goals for a diverse workforce. Involved in hiring and onboarding staff. Actively promote a healthy and positive working environment for staff. What we're looking for: Knowledge of state regulations and requirements for adult family homes. Demonstrated experience in supervision and management of professional staff. Ability to effectively communicate with management, peers, clients, and the public using the principles of equity, diversity, access and inclusion. Ability to make timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited Ability to demonstrate reliability and critical thinking skills to meet the demands of the workplace in areas including but not limited to ethics and integrity, analytical thinking, creative and innovative thinking, problem solving, accountability, judgement, and decisiveness. Who should apply? Master's degree in Social Work, Speech Therapy, Physical or Occupational therapy, Psychology, Special Education, Nutrition, Sociology or other allied health field and three years' experience in administrative, supervisory, consultant, or teaching capacity. Demonstrated experience in supervision and management of professional staff. Demonstrated experience in working with the vulnerable adult population. Demonstrated experience in the delivery and monitoring of social and health service programs. OR A bachelor's degree in Social Work, Speech Teherapy, Physical or Occupational Therapy, Psychology, Special Education, Nutrition, Sociology or other allied fields with five years of qualifying professional experience as described above. OR As equivalent combination of expereiemce and education for a total of nine years as described above.
