Program Administrator / Clinical Leadership Position Summary The Bilingual Clinical Supervisor provides clinical leadership, direction, supervision, and support to PA clinicians serving participants through the
HCBS-AMH
program. This position is responsible for promoting high-quality, person-centered services while ensuring clinical documentation, interventions, and service delivery meet applicable HCBS-AMH, Medicaid, State, Federal, and organizational requirements. The Clinical Supervisor works closely with PA clinicians, participants, administrators, RM/RME staff, HHSC representatives, hospital social workers, case managers, and other members of the interdisciplinary team. The position plays a key role in clinical quality, staff development, documentation compliance, utilization oversight, and coordination of participant services. The ideal candidate is an experienced behavioral health professional with strong leadership, clinical judgment, communication, and problem-solving skills and a thorough understanding of community-based behavioral health services. Essential Duties and Responsibilities Clinical Leadership & Supervision Provide clinical direction, supervision, consultation, and support to PA clinicians. Provide feedback to clinicians regarding clinical interventions, treatment approaches, service delivery, and participant needs. Review clinician progress notes and provide timely feedback to improve the quality, accuracy, and compliance of documentation. Ensure progress notes meet applicable Medicaid, State, Federal, HCBS-AMH, and organizational requirements. Monitor clinical documentation for accuracy, completeness, timeliness, and consistency with participant service plans. Assist clinicians with complex participant situations and clinical problem-solving. Support clinicians in developing effective, person-centered interventions. Monitor clinician performance and provide ongoing coaching, guidance, and professional development. Complete monthly, quarterly, and annual employee performance reviews and provide constructive feedback.

Compliance & Quality Management Oversee compliance with
HCBS-AMH
legal policies, program guidelines, requirements, and standards of care. Assist with the development, review, and updating of program policies and procedures to support compliance. Ensure clinicians remain current with required training and program updates. Assist with the development and updating of training materials for PA clinicians. Participate in Quality Management (QM) activities and assist with identifying and correcting documentation deficiencies. Monitor documentation and service delivery for compliance with applicable Medicaid regulations. Assist with resolving overlapping services, documentation discrepancies, and other compliance concerns. Complete and/or contribute to

quarterly and annual reports as required. Utilization Management & Service Monitoring Participate in Utilization Management (UM) activities to ensure services are delivered at appropriate frequencies and within approved requirements. Monitor frequency and utilization of services and identify potential discrepancies or concerns. Assist with resolving issues related to authorized units, service dates, overlapping services, and other utilization concerns. Review participant service information and collaborate with clinicians and administrators to address service-delivery issues. Participant & IRP Coordination Coordinate the assignment of participants to clinician caseloads in collaboration with the Program Administrator. Attend initial and subsequent IDT/IRP meetings and participate in required updates. Review IRPs for accurate and clinically appropriate information. Track IRP expiration dates and ensure timely updates and submissions. Follow up on IRP submissions and approvals. Assist clinicians in resolving IRP issues, including units, dates, technical issues, and other concerns. Track participant notable dates, CIR submissions, and required follow-ups. Coordinate with RM/RME staff, HHSC, hospital social workers, case managers, and other members of the interdisciplinary team to support participant needs and continuity of care. Staff Onboarding & Development Participate in onboarding and training of new clinical staff. Assist with orientation to

program requirements, clinical expectations, documentation standards, and organizational policies. Ensure clinicians understand applicable compliance, documentation, and service-delivery requirements. Support ongoing professional development and training initiatives. Assist with assigning 8x8 phone numbers, laptops, and other required equipment or supplies to new staff as needed. Administrative Responsibilities Verify clinician timesheets as needed for payroll processing. Maintain accurate and timely clinical and administrative records. Assist leadership with audits, quality reviews, program reports, and corrective action activities. Maintain confidentiality of participant, employee, and organizational information. Perform other duties as assigned. Qualifications Required Appropriate clinical degree and current professional license or credential applicable to the position and scope of services. Bilingual in English and Spanish , with the ability to communicate effectively with participants, families, staff, and community partners. Demonstrated clinical leadership and supervisory skills. Strong knowledge of behavioral health services and community-based care. Excellent written and verbal communication skills. Strong organizational skills and attention to detail. Ability to work independently and effectively lead and support a multidisciplinary team. Proficiency with electronic health records, Microsoft Office, and other commonly used clinical/administrative systems. Preferred Experience Prior experience working within the
HCBS-AMH
program is preferred and beneficial to the role. Knowledge of
HCBS-AMH
services and program requirements is a valuable qualification. Experience supervising behavioral health clinicians or other healthcare professionals. Experience with Medicaid-funded services and documentation requirements. Experience with Quality Management (QM) and/or Utilization Management (UM). Experience with interdisciplinary team meetings, IRPs, service planning, and community-based behavioral health services.
