POSITION SUMMARY

Harmony Outreach Solutions is seeking a qualified and experienced Clinical Director to provide clinical leadership and oversight for its ASAM Level 2.5 Partial Hospitalization Program. The Clinical Director is responsible for ensuring the delivery of high-quality, person-centered, evidence-based substance use disorder treatment services. This position provides clinical supervision and leadership to the treatment team and assists the organization in maintaining compliance with applicable Virginia Department of Behavioral Health and Developmental Services (DBHDS), Medicaid/DMAS, ASAM, and other regulatory and payer requirements. The Clinical Director will work closely with organizational leadership to develop and maintain effective clinical operations, policies, procedures, documentation standards, staff development, and quality improvement processes.

ESSENTIAL DUTIES AND

RESPONSIBILITIESClinical Leadership & Oversight Provide clinical leadership and oversight of the

ASAM 2.5

Partial Hospitalization Program. Ensure clinical services are delivered according to individualized treatment needs and applicable ASAM criteria. Monitor the quality and appropriateness of clinical services. Assist with implementation and maintenance of evidence-based treatment practices. Participate in interdisciplinary treatment team meetings. Provide consultation regarding complex clinical cases and changes in level-of-care needs. Promote person-centered, trauma-informed, recovery-oriented services. Ensure appropriate coordination of care with outside providers and community resources. Clinical Supervision Provide or coordinate appropriate clinical supervision for clinical staff in accordance with applicable licensing and regulatory requirements. Support and supervise counselors, CSACs, CSAC-supervisees, QMHPs, and other applicable clinical personnel within the scope permitted by the Clinical Director's credentials. Conduct regular individual and/or group supervision. Maintain required supervision documentation. Assist staff with clinical decision-making, treatment planning, documentation, and crisis management. Identify staff training and professional-development needs. Assessments & Treatment Planning Oversee clinical assessments and individualized treatment planning. Ensure services are medically necessary and appropriate for the individual's identified level of care. Review treatment plans and clinical documentation for quality, accuracy, timeliness, and compliance. Ensure treatment plans contain measurable goals, objectives, interventions, and discharge criteria. Monitor patient progress and ensure treatment plans are updated as required. Assist with transition and discharge planning. Documentation & Compliance Monitor clinical records for completeness, accuracy, and regulatory compliance. Conduct routine clinical chart audits. Ensure clinical documentation supports services provided and billed. Assist in maintaining compliance with DBHDS licensing requirements, Virginia Medicaid/DMAS requirements, ASAM standards, payer requirements, and organizational policies. Participate in corrective-action plans when deficiencies are identified. Assist with preparation for licensing reviews, audits, payer reviews, and other regulatory inspections. Maintain confidentiality in accordance with

HIPAA, 42 CFR

Part 2, and other applicable privacy requirements. Utilization Management & Authorizations Support the authorization and continued-stay review process. Ensure clinical documentation demonstrates medical necessity for

services. Assist staff with clinical information required for insurance authorizations and concurrent reviews. Review cases for continued appropriateness of the

ASAM 2.5

level of care. Coordinate transitions to higher or lower levels of care when clinically indicated. Work collaboratively with administrative and billing personnel to address documentation-related authorization or reimbursement issues. Program Development Assist leadership with development, implementation, and revision of clinical policies and procedures. Help establish clinical workflows and documentation standards for the program. Participate in development of orientation and training materials. Assist with recruitment, interviewing, onboarding, and evaluation of clinical staff. Participate in performance-improvement and quality-management activities. Review clinical outcomes and identify opportunities for program improvement. Support development of the program as census increases. Crisis & Risk Management Provide clinical consultation regarding psychiatric, behavioral, substance-use, and safety concerns. Ensure appropriate procedures are followed for individuals experiencing a behavioral health crisis. Review significant clinical incidents as appropriate. Assist staff with suicide-risk assessment, safety planning, relapse prevention, and appropriate referrals. Ensure emergency and crisis procedures are implemented according to organizational policy.

MINIMUM QUALIFICATIONS

The successful candidate must meet all applicable DBHDS, DMAS/Medicaid, professional licensing, and ASAM requirements associated with the services and responsibilities assigned to the position.

Preferred qualifications include:

Master's degree or higher in counseling, social work, psychology, marriage and family therapy, or another appropriate behavioral-health discipline. Current unrestricted Virginia professional license appropriate to assigned duties, such as LPC, LCSW, LMFT, or another qualifying behavioral-health license. Experience providing substance use disorder and/or co-occurring mental health treatment. Knowledge of ASAM Criteria and substance use disorder levels of care. Experience with clinical supervision and multidisciplinary treatment teams. Knowledge of Virginia DBHDS and Medicaid behavioral-health requirements. Experience with clinical documentation, treatment planning, utilization review, and medical-necessity documentation. Strong leadership, communication, organizational, and problem-solving skills. Ability to maintain professional boundaries and confidentiality.

PREFERRED EXPERIENCE

Three or more years of behavioral-health or substance-use treatment experience. Previous supervisory or clinical leadership experience. Experience working in ASAM Level 2.5, Level 2.1, residential

$80,000.00 - $95,000.00 per year
