Job Description
Position Overview The Executive Director is the senior on-site leader responsible for launching, stabilizing, and operating a new substance abuse treatment facility in Virginia. This role provides full operational, administrative, and compliance oversight, ensuring the program meets all Virginia state regulations, Medicaid requirements, and licensing standards while delivering high-quality patient care. The ideal candidate is a hands-on leader with deep experience in Virginia behavioral health regulations, strong team management skills, and a proven track record in inpatient substance use treatment settings. Key Responsibilities Leadership & Operations Provide day-to-day executive leadership for a brand-new inpatient substance abuse treatment facility Oversee all operational functions including admissions, clinical services, nursing, behavioral health staff, and support departments Build, lead, and retain high-performing multidisciplinary teams Establish workflows, policies, and standard operating procedures (SOPs) for a start-up environment Foster a positive, accountable, and mission-driven culture Compliance & Regulatory Oversight Ensure full compliance with Virginia state regulations and licensing requirements Maintain readiness for audits, inspections, and surveys Oversee Medicaid compliance, documentation standards, and operational alignment Collaborate with clinical leadership to ensure adherence to all treatment and documentation requirements Implement corrective action plans as needed to address compliance gaps Financial & Administrative Management Oversee budgeting, expense management, and financial performance of the facility Partner with corporate leadership and billing teams on Medicaid processes and reimbursement Monitor census, staffing ratios, and operational efficiency Support revenue integrity through collaboration with utilization review and billing teams Program Development & Quality of Care Support program development and continuous quality improvement initiatives Ensure delivery of safe, ethical, and evidence-based substance abuse treatment Monitor key performance indicators related to outcomes, census, staff retention, and compliance Serve as the primary site leader and liaison with ownership, vendors, and community partners Required Qualifications Minimum of 5 years of experience working with Virginia state behavioral health regulations Senior leadership experience in a substance abuse treatment setting Proven experience with team management, site leadership, and operations Strong knowledge of inpatient treatment environments Excellent organizational, leadership, and communication skills Ability to thrive in a start-up or new facility environment Preferred Qualifications Prior experience in a Medicaid-funded treatment facility Experience in an inpatient or residential substance abuse program Background in launching or scaling new treatment programs Familiarity with audits, surveys, and regulatory inspections What We Offer Opportunity to lead and launch a brand-new treatment center Competitive salary and benefits package Leadership autonomy with strong organizational support Mission-driven environment focused on quality care and recovery outcomes
