Stafford Creek Corrections Center Aberdeen, Washington Monthly Salary:

$9,328.00

Schedule:

7:00am-3:30pm (0700-1530) Monday-Friday (Saturday/Sunday off) The Washington State Department of Corrections is seeking a highly motivated and qualified individual for the Health Services Manager 1 position at the Stafford Creek Corrections Center in Aberdeen, WA. The mission of Stafford Creek Corrections Center Health Services Department is: To provide necessary, comprehensive, quality health services to incarcerated individuals assigned to Stafford Creek Corrections Center and to promote their wellness in preparation for return to the community. The Health Services Manager 1 provides health care administration within a comprehensive, complex health care delivery system. This includes oversight and complete responsibility in each institution for the medical, dental, and mental health facility, intermittent and contract employees consisting of high-level clinical professionals and clinical support staff and providing consultation and advisory services to the Department of Corrections on health care matters. This position ensures patients receive their constitutional mandated right to health care while being incarcerated and plans for the patients to return to the community as seamlessly as possible. Those patients who will not return to the community will be provided with constitutional level of health care throughout their lives. Duties Support designated health authority:

As delegated, act as Health Services Manager 3 when designated or in the Health Services Manager 3's absence. Provide guidance, support and delegated tasks to/from the Health Services Manager to promote equitable leadership responsibility. Assist in planning, leading, organizing and controlling the work performed by the Health Care units in support of lead

HSM:

Assure appropriate and optimum use of DOC resources, to include physical, financial and personnel, to enhance the effectiveness of employees through timely appraisal and professional development opportunities. Implement strategic long-term operating plans, goals and objectives for health services. Support effective communications throughout the organization. Maintain the highest standards of personnel, professional, and ethical conduct and support the Department of Corrections' goal for a diverse workforce. Proactively monitor compliance and quality improvement impacting health services. Analyze and implement health services policies. Direct and manage complex and diverse health services. Supervise and coordinate all access to patient health care and treatment with employed or contract health care professionals and community health care institutions and providers in collaboration with lead HSM2 or HSM3, ensure all barriers to care are removed to ensure timely and efficient care is provided. Assist in the budget utilization, development and management in support of the lead

HSM:

Assist in the management of health care budget that is consistent with a cost-effective delivery system including monitoring of contract compliance. Review, verify, approve and process fiscal documents such as invoices, Health Insurance Claim Forms, purchase requests, reimbursement for travel and tuition. Serve on the statewide Health Services Extended Leadership Team. Serve as a member of the Superintendent's facility management team. Serve as a liaison to custody leadership and other facility managers in coordinating services to patient populations. Participate in state committees and planning groups to formulate policy. Monitor, coordinate, and negotiate the contracting process for local Client Services Contracts, affiliation agreements and emergency services: Liaison with current or potential health care consultants/contractors to coordinate basic components from which a final contract for services is established for medical services. Monitor and ensure proof of TB tests' maintain a copy of license to do business in Washington State and professional liability insurance.

Other administrative/managerial responsibilities:

Draft grievance/complaint responses, personnel actions, reports, information requests and responses for work unit or other government entities. Investigate and obtain resources used to responses and in decision-making processes such as DOC policies, procedures, directives, RCW's, WAC's and health record information. In absence of senior HSMs, designated authority for communication with outside agencies which includes notifying family members for seriously ill patients, regulatory entities such as OCO, DRW, DOH, Unions and other community partners. Maintain and update position descriptions, specifically identifying essential functions. Establish office procedures, priorities and deadlines. Assign and review work performed. Plan for workload coverage; arrange for cross training development. Review position and personnel transactions, hiring process, make recommendations for corrective action, act on leave requests, and work schedule adjustment requests; approve staff overtime. Coordinate and/or participate in hiring process. Implement recruitment plans, screen applications. Develop and prepare questions, schedule candidates, secure interview room, oversee pre-exposed questions, lead and/or participate on interview panels, conduct reference checks, recommend selection of applicants, and compensation according to rules/contracts. Assist in monitoring and ensuring compliance with standards for health care, DOC policies, collective bargaining process, and impact of state legislative processes in support of the lead

HSM:

Review policies and protocols for health care. Provide input for updating current policies. Develop, revise and implement necessary Operational Memoranda. Participate in the facility CQIP Quality Management Committee; participate in self-audit monitoring and CQI studies; research best practices on quality/GMAP issues. Ensure compliance with requirements of the State Tuberculosis Control Program, DOC Morbidity Reporting System of HIV/AIDs and mandated DNA testing program, in coordination with the Washington State Patrol Crime Lab.

Qualifications Required Qualifications:

Minimum of one (1) year of supervisory experience. Analysis - Uses data and information in a clear and rational thought process to access and understand issues, evaluate options, from accurate conclusions, and make decisions. Identifies key facts, understands the nature and relationship between data elements, recognizes underlying principles or patterns in an array of data, determines if additional data should be collected. Uses judgement and critical thinking in the absence of clear guidelines to draw conclusions about further actions. Observation and Inspection - Critically observes and inspects people, conditions and the environment to detect problems. Acutely aware of critical details, alert and attentive when performing other work, understands normal conditions and constantly compares with status to the normal to identify subtle changes and incremental deviation, makes informed judgements about when a change in status must occur and determines appropriate action. Uses insight to identify contributing and mediating factors. Understands that documentation and other forms of communication cause others to understand and take appropriate action. Decisiveness - Makes timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited. Recognizes when a decision must be made and moves forward, delegates decision making authority appropriately, advocates for important, incarcerated patient care objectives and finds common ground and solutions among diverse interests.

Desired Qualifications:

Associate or Bachelor's degree preferred, involving major study in health services or a related field or ACHE certification, a plus. Prior health care supervision or management in an adult correctional environment. Knowledge of quality management practices. Working knowledge of all WAC's, RCW, State, Federal law, ACA Standards, DOH-DCP Standards, the Offender Health Plan, Personnel Recourse Guidelines, CBA's, and Labor Relations.
