Job Description

Position Summary The Administrator is responsible for the day-to-day operation of Unity Pathways' 90-180 day involuntary long-term civil commitment facility, consistent with the duties assigned to a licensed behavioral health agency administrator under WAC 246-341-0400 and 246-341-0410. The Administrator oversees all administrative, clinical, personnel, and facility-security operations, and ensures full compliance with
RCW 71.05, WAC
246-341, and all applicable state and federal licensing requirements. This is a full-time, 1.0 FTE position. Essential Duties and Responsibilities Minimum Qualifications — Education and Experience Bachelor's degree required; Master's degree preferred in Healthcare Administration, Business Administration, Public Administration, Social Work, Nursing, or a related field. Minimum five years of progressive leadership experience in a licensed behavioral health, hospital, or residential treatment setting, including at least two years in an administrative or executive capacity. Working knowledge of RCW 71.05 and
WAC 246-341
required. Required Licenses and Certifications Preferred Qualifications Physical Requirements and Work Environment Primarily office-based work within a secure treatment facility; requires the ability to move throughout the facility, respond to incidents at any hour, and be available on-call for administrative coverage 24/7. Serve as the agency administrator responsible for the day-to-day operation of all administrative matters, individual care services, and facility security, per
WAC 246-341-0410.
Ensure the facility maintains full compliance with
RCW 71.05, WAC
246-341, and all other applicable state and federal behavioral health licensing and certification requirements. Oversee admissions, clinical operations, staffing, budget, quality management, and risk management for the facility. Ensure sufficient qualified personnel are maintained to provide adequate treatment services and facility security at all times. Develop, implement, and maintain the agency's written quality management plan and human resources plan, including clinical supervision and staff training protocols. Ensure personnel files, including required Washington State Patrol background checks (chapter 43.43 RCW), are maintained and current for all employees, trainees, students, volunteers, and contracted staff. Delegate a qualified staff person to act on the Administrator's behalf when the Administrator is not on duty or on call, retaining overall responsibility for delegated duties. Serve as the facility's primary liaison with the Washington State Department of Health, courts, the county/regional Behavioral Health Administrative Services Organization, and community partners. Oversee incident reporting, critical incident response, and compliance with licensing surveys and audits. Manage the facility budget and ensure fiscal accountability in coordination with Unity Pathways leadership. Manage, sign, and maintain all external operational and vendor contracts, including HR services, facility maintenance, dietary consultations, and contracted healthcare services. Maintain and physically post current emergency delegation documentation and contact rosters, ensuring continuous leadership availability when off-site. Conduct, document, and file quarterly and annual performance evaluations for all direct reports. Ensure formal resident grievances are acknowledged, investigated, and resolved in writing within established timelines, including a written decision within ten (10) business days; escalate urgent health, safety, abuse, neglect, exploitation, discrimination, retaliation, or rights concerns immediately for protective action. Serve as the primary liaison during state licensing inspections and ensure immediate submission of plans of correction for any cited deficiencies. Clearance of a Washington State Patrol (WSP) background check per chapter 43.43 RCW. Current clinical or administrative licensure (e.g., RN, LICSW, LMHC, Nursing Home Administrator) is a plus but not required, at Unity Pathways' discretion, provided candidate meets the education and experience requirements above. Direct experience operating or administering an evaluation and treatment (E&T) facility or other agency certified for 90-day/180-day civil commitment services. Familiarity with Washington State Department of Health behavioral health agency licensing (WAC 246-341) and survey processes. Bilingual (Spanish or another language relevant to the served population) is a plus. Salary range$115,000 - $140,000 per year
