This role focuses on Michigan Medicaid programs, with primary emphasis on the Home Help Program (State Plan personal care), while also supporting the MI Choice Waiver and Habilitation Supports Waiver (HSW) / developmental disabilities services. The position drives business growth, maximizes authorized personal care and community living support hours, ensures high client and caregiver satisfaction, maintains full compliance with state and
PIHP/CMHSP
requirements, and supports operational excellence in a fast-paced homecare environment. The role is based in our Troy office. Essential Functions Communicate effectively with clients, family caregivers, Support Coordinators/ fiscal intermediaries, PIHPs/CMHSPs, and case managers to deliver high-quality, person-centered in-home personal care and community living supports. Schedule and coordinate caregiver visits across the Detroit market, ensuring high utilization of authorized hours while proactively addressing staffing gaps or changes in client needs. Collaborate with recruiting, training, and leadership teams to hire, onboard, and retain qualified caregivers; provide orientation on agency policies, documentation, Electronic Visit Verification (EVV), and program-specific requirements (especially Home Help individual vs. agency provider rules). Assess client needs, support development and updates to service plans / person-centered plans, and advocate during assessments, reauthorizations, and renewals with PIHPs/CMHSPs or MDHHS to secure appropriate service levels. Ensure full compliance with Michigan Medicaid, Home Help Program, MI Choice Waiver, HSW, and related guidelines; including timely documentation, EVV compliance, timesheet/authorization management, and audit readiness. Directly manage payroll and billing processes (including timesheet review, authorization matching, and claims submission) until patient volume supports a dedicated team member. Manage staffing to minimize overtime and resolve issues related to timesheets, authorizations, or payments. Build and maintain strong relationships with PIHPs, CMHSPs, Area Agencies on Aging, clients, families, and community stakeholders in the Detroit area to support growth and retention. Travel within the Detroit market and surrounding southeast Michigan territory as needed (up to 50-70%). Perform other duties as assigned.
Qualifications Required:
Minimum 2-5+ years of operations or management experience in Michigan Medicaid homecare, with direct knowledge of the Home Help Program (individual self-directed and agency provider models). Proven success working with PIHPs/CMHSPs, authorizations, care coordination, and compliance.
Strongly Preferred:
Experience with the MI Choice Waiver, Habilitation Supports Waiver (HSW), or other developmental disabilities / community living supports programs. Familiarity with self-determination / fiscal intermediary processes. Strong understanding of Michigan Medicaid terminology, including personal care services, nursing facility level of care (NFLOC), person-centered planning, community living supports (CLS), and HCBS principles. Proficient in EMR/EVV systems, Microsoft Office, and able to learn program-specific portals (e.g., MI Login, PIHP systems). Excellent interpersonal, organizational, and problem-solving skills; ability to work independently and collaboratively. Reliable, punctual, customer-focused, and committed to HIPAA compliance and client confidentiality. Valid driver's license and ability to travel regularly into the Detroit market from the Troy office.
