UniEliCare Telehealth Platform About UniEliCare UniEliCare is a specialized telehealth platform connecting families of children with intellectual and developmental disabilities to experienced healthcare professionals and support specialists throughout Maryland. We're building a comprehensive network of dedicated professionals who understand the unique needs of children with I/DD and their families. Our Purpose UniEliCare is a family-centered platform that helps Maryland families raising children and adults with intellectual and developmental disabilities find dependable support, practical resources, and qualified professionals. We are beginning in Maryland and inviting a select group of Direct Support Professionals and respite care providers to help establish the standard for the platform. Founding Providers will be among the first professionals introduced to families through UniEliCare. This is an opportunity to help shape a service community in which families feel heard, individuals are treated with dignity, and excellent providers can build sustainable work around the quality of care they deliver. Care comes first. Providers may propose rates that reflect their experience, credentials, service complexity, schedule, and the excellence they consistently deliver. A higher rate must be supported by reliable service, relevant qualifications, clear communication, and excellent family feedback. Rates remain subject to family agreement, platform terms, and any applicable Maryland DDA, Medicaid, self-directed-services, grant, or other payer requirements.

Administrative Support :
We handle billing, scheduling platform, and client matching Founding Provider Status Early visibility to Maryland families as UniEliCare launches and grows, subject to successful screening and profile approval. An opportunity to provide feedback on provider onboarding, family matching, scheduling, documentation, safety, and communication tools. Recognition on the platform as a Founding Provider while the designation remains active and the provider stays in good standing. The ability to present qualifications, availability, service preferences, geographic coverage, and a proposed hourly rate. Access to future education, community events, and platform resources as they become available. No promise of a minimum number of referrals, hours, clients, income, exclusivity, employment, or reimbursement approval. Primary Responsibilities Provide person-centered support based on the individual's preferences, strengths, assessed needs, risks, and authorized plan. Help the person develop or maintain daily living skills such as personal care, meal preparation, household routines, communication, time management, money awareness, and safe decision-making. Support community participation, relationships, recreation, appointments, education, volunteering, or employment-related goals when included in the service scope. Offer choices, use the least restrictive support, and encourage the person to do as much as safely possible for themselves. Use approved communication tools and positive behavior-support strategies. Never use intimidation, punishment, humiliation, unauthorized restraint, or coercion. Recognize and report changes in health, behavior, mood, safety, environment, or functioning according to the service plan and reporting requirements. Assist with medication or delegated nursing tasks only when trained, authorized, and permitted by Maryland law and the applicable plan. Provide transportation only when approved and after meeting driver, vehicle, insurance, and safety requirements. Document services accurately, including time, location, activities, progress toward goals, notable observations, incidents, and required follow-up. Follow abuse, neglect, exploitation, incident, emergency, confidentiality, and mandated-reporting requirements. Coordinate professionally with the individual, family, support broker, coordinator of community services, provider agency, clinicians, and other authorized team members. Required Qualifications Minimum 2 years of direct experience working with children with intellectual and developmental disabilities High school diploma or equivalent (required) Current DSP certification or willingness to obtain within 30 days First Aid and CPR certification (or willingness to obtain) Strong understanding of various intellectual and developmental disabilities (Autism, Down Syndrome, Cerebral Palsy, etc.) Excellent communication skills, both verbal and written Comfortable with telehealth technology and virtual platforms Located in Maryland Clear background check and child abuse clearances Preferred Qualifications High School Graduate, Associate's or Bachelor's degree in related field (Human Services, Special Education, Psychology, Social Work) Experience with behavior management techniques and positive behavior supports Bilingual capabilities (Spanish, particularly valued) Experience with specific populations (non-verbal children, medically complex children, etc.) Training in trauma-informed care Preferred Experience and Credentials One or more years of paid or substantial volunteer experience supporting people with intellectual or developmental disabilities. Certified Nursing Assistant, Geriatric Nursing Assistant, Certified Medication Technician, Registered Behavior Technician, community health, special education, human services, or related credentials when relevant to the proposed services. Training in person-centered planning, community integration, positive behavior supports, rights protection, incident prevention, trauma-informed care, and disability communication. Experience documenting measurable progress toward individualized goals. Ability to support people with limited speech, sensory differences, mobility needs, elopement risk, seizures, or other complex needs within demonstrated competence and authorized scope. What Excellence Looks Like You learn the person's goals and can explain how each shift supports those goals. You promote independence and do not create unnecessary dependence for speed or convenience. Your documentation is timely, specific, factual, and consistent with the service delivered. You communicate problems early and accept coaching, quality review, and corrective action when needed. The individual feels respected and has a meaningful voice in how support is provided. Compensation and Rate Expectations UniEliCare intends to give qualified providers room to propose a rate that reflects the value and complexity of their work. Providers should consider their credentials, years of experience, specialized skills, travel, schedule, insurance, taxes, documentation time, and the support level requested. Families must be able to see what supports the proposed rate.
Private-pay rate:
A provider may propose an hourly rate. The family and provider must agree to the rate and service terms before work begins. UniEliCare may establish platform ranges, fees, minimum booking rules, or approval criteria in its provider agreement. DDA Medicaid waiver or self-directed funding: The rate and service must fit the participant's approved plan and budget and comply with Maryland DDA reasonable and customary standards, authorization rules, provider qualifications, documentation requirements, and any Financial Management and Counseling Services procedures. A provider's posted private-pay rate does not guarantee reimbursement at that rate.
Rate integrity:
Providers who charge more should be able to show why through specialized qualifications, dependable availability, exceptional communication, experience with complex needs, strong documentation, and consistently excellent service. Sincere care is required at every rate. Safety and Provider Standards Never accept an assignment that exceeds your training, physical ability, authorized scope, or available information. Review the care or support plan before the first service and ask questions about unclear risks, tasks, or emergency procedures. Do not abandon an individual, leave before authorized relief arrives, sleep while responsible for awake supervision, or bring unapproved people to an assignment. Do not use alcohol, cannabis, illegal drugs, or impairing substances before or during service. Follow all medication and fitness-for-duty requirements. Report suspected abuse, neglect, exploitation, unsafe conditions, serious incidents, and medical emergencies through the required channels and within required timeframes. Maintain all certifications, screenings, insurance, and profile information. Notify UniEliCare promptly of any lapse, charge, restriction, investigation, or event that could affect eligibility or safety. Follow infection-control practices and the participant's health and emergency instructions. Accept ongoing quality monitoring, family feedback, credential reverification, and removal or suspension from the platform when safety or compliance requires it. Independent Provider Notice These descriptions are written for a platform-based independent provider model. The final operating model must match actual practice. Calling a worker an independent contractor does not determine legal status. UniEliCare should obtain Maryland employment and healthcare regulatory counsel before launch and should use a written provider agreement that addresses control of work, payment, taxes, insurance, confidentiality, participant safety, complaints, incidents, background checks, credentialing, record ownership, platform fees, cancellations, dispute handling, and termination. If UniEliCare controls schedules, methods, training, supervision, pricing, or performance in a manner consistent with employment, the role may need to be structured and paid as employment. DDA-funded services may also require the provider or employing entity to enroll, qualify, contract, or bill through specific Maryland systems. Upload required identity, certification, insurance, driving, screening, provider-enrollment, and training documents as applicable. 6. Provide professional references and complete the interview, screening, orientation, and agreement process. 7. Answer a short scenario-based assessment focused on dignity, judgment, communication, safety, boundaries, and incident response.
