DEFINITION
Under administrative direction, performs a variety of analytical and professional administrative tasks involved with the management support of the City Manager's Office programs, operations, services, and policies; may supervise assigned staff; and performs related duties as assigned.DISTINGUISHING CHARACTERISTICS
This is a journey-level classification in which incumbents perform a wide variety of analytical and professional assignments in support of the City Manager's Office. This classification is distinguished from the Senior Management Analyst (Confidential) as the latter is the advanced-journey level classification in the management analyst series, requiring the highest level of skill relative to completing complex work with minimal direction. The Management Analyst II (Confidential) classification is designated as "Confidential" and may have access to information related to the administration of employee-employer relations.SUPERVISION RECEIVED
Supervision is received from a division manager or department head.SUPERVISION EXERCISED
May exercise direct supervision over assigned technical, clerical, or temporary employees. Examples of Important and Essential Functions Program Functions Plans, organizes, directs and coordinates program activities; reviews both work in progress and upon completion to ensure compliance with department/office policies, standards, and directions; evaluates projects and makes recommendations; prepares and administers project budget(s); resolves problems and complaints regarding project activities; interacts with a variety of individuals and organizations to achieve project objectives; and provides recommendations and advice in assigned areas. Administrative Functions Conducts organizational, administrative, fiscal, and personnel related surveys and studies, analyzes data, and makes recommendations both orally and in writing; assists in the development and implementation of programs; coordinates request for proposals, analyzes proposals, makes recommendations, and provides oversight of contractual arrangements between the City and other parties; researches a variety of issues and formulates recommendations including preparing reports, memoranda, tables, charts, and graphs; may serve on City-wide committees or teams representing the City Manager's Office; establishes office procedures and corresponding forms; develops, prepares, and administers official documents for the division/department/office, such as ordinances, resolutions, staff reports, administrative regulations, orders, procedures, and guidelines; and may perform special assignments, as assigned, in routine or special activities.Job Related and Essential Qualifications Demonstrated Knowledge of:

Three years of progressively responsible, professional administrative experience performing a variety of analytical functions related to the assigned position, such as project/program management, fiscal analysis, and organizational development. Public sector experience is highly desirable.Education:
A Bachelor's Degree in business administration, public administration, or a field related to the assigned position.Training:
Recent training, such as academic courses or certification programs, which are relevant to the assigned position.License:
May require the possession of a valid California driver's license and a satisfactory driving record as determined by the City.Other Requirements:
Willingness and ability to work the hours necessary to accomplish the assigned duties; attend evening meetings; and travel out of town and attend workshops, conferences, seminars, and meetings during work and non-work hours.Special Requirements:
Essential duties require the mental and/or physical ability to work in a standard office environment; drive a motor vehicle, if required; read fine print and computer screens; operate a computer; effectively converse by telephone, in person, and to large groups and be clearly understood; safely lift and maneuver office supplies weighing up to 10 pounds; ability to sit for hours at a time; and stamina to work additional hours to meet deadlines.
