Job Description
POSITION SUMMARY
The Chief Clinical Officer (CCO) provides executive leadership for all clinical services of the Children's Resource Center. The CCO is responsible for ensuring the delivery of safe, effective, trauma-informed, evidence-based behavioral health services for children, adolescents, and families across the continuum of care. The CCO provides strategic clinical leadership by honoring CRC's mission, values, and established strengths while leading intentional improvements in clinical services, practices, and quality systems to meet the changing needs of children, families, and the communities we serve. Through collaboration, innovation, and continuous quality improvement, the CCO strengthens the agency's clinical foundation and fosters a culture of learning, accountability, and evidence-based practice. As a member of CRC's Executive Team, the CCO provides organization-wide leadership to advance clinical excellence while aligning quality, operations, workforce development, and financial stewardship to improve outcomes for children, families, andCRC. ESSENTIAL RESPONSIBILITIES
- Serves as a member of the Executive Leadership Team
- Provides strategic direction for all clinical programs
- Advises the CEO and Board of Directors regarding clinical strategy, emerging trends, service needs, and opportunities for improvement
- Leads the development and execution of the organization's clinical strategic priorities in partnership with the Executive Leadership Team
- Represents the agency with community partners, hospitals, managed care organizations, county boards, schools, and state agencies
- Shares executive accountability for the financial performance and sustainability of clinical operations o Aligns clinical quality, staffing, and service delivery with organizational financial goals o Guides clinical service line growth and investment decisions
- Provides executive oversight for clinical services including: o Outpatient o School-Based o Home-Based o Day Treatment o Co-Occurring Disorders o Residential Treatment o Crisis and Mobile Response & Stabilization Services (MRSS), and 23-hour Crisis Observation Services (TBD) o Psychiatry and Medication Management o Behavioral Health Urgent Care (TBD) o Prevention/Early Intervention
- Maintains executive accountability for: o Clinical standards o Treatment philosophies o Evidence-based practices o Trauma-informed care o Clinical documentation o Ethical practice o Clinical supervision standards o Risk Management o Monitoring and responding to changes in clinical regulations, behavioral health standards, and evidence-based practice requirements Partners with Medical Director, Psychiatric providers, and Nursing leadership to ensure: • Integrated behavioral healthcare • Medication safety • Crisis stabilization • Residential nursing services • Behavioral Health Urgent Care operations (TBD) Works collaboratively with program leadership to: • Improve access to care • Reduce wait-times • Improve clinical productivity • Monitor staffing needs • Improve client engagement • Reduce no-show rates • Improve continuity of care • Strengthen interdisciplinary collaboration • Identifies opportunities for new clinical services • Leads development and implementation of innovative behavioral health services • Evaluates community needs • Provides clinical leadership for grant development, program expansion, and strategic funding initiatives Assists in developing new funding opportunities • Monitors clinical trends and best practices • Provides leadership in: o Recruitment and retention of clinical staff o Clinical supervision standards o Clinical leadership pipeline development o Staff engagement o Clinical competency o Continuing education o Professional licensure support • Succession planning for leadership • Monitors agency-wide clinical indicators including: o Access to services o Client outcomes o Clinical quality outcomes o Productivity o Length of stay o Hospital diversion o Crisis response times o Residential outcomes o Client satisfaction o Staff turnover o Compliance indicators • Uses data to drive organizational improvement • Provides executive oversight of: o Clinical quality improvement o Outcomes measurement o Utilization management o Client rights o Performance improvement initiatives o Incident management o Peer review process o Clinical audits o Accreditation readiness and ongoing compliance o Licensing compliance o Medicaid documentation standards o Ohio behavioral health certification and licensure requirements o Joint Commission accreditation • Ensures continuous compliance with: o HIPAA o Medicaid regulations o Ohio Administrative Code o Local, state, and federal behavioral health regulations, accreditation standards, contractual requirements, and applicable industry standards o Grant requirements o HRSA requirements o Continuing education provider requirements • Serves as a visible executive leader and representative of CRC at the local, regional, and state levels • Builds and sustains strategic relationships with state associations, legislators, managed care organizations, hospitals, educational partners, and community stakeholders • Advances statewide advocacy initiatives that strengthen children's behavioral health systems and improve access to care • Develops collaborative partnerships that enhance service delivery, continuity of care, and positive outcomes for children and families
QUALIFICATIONS
- Master's or doctoral degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or related behavioral health field
- Current Ohio independent clinical license: LISW-S, LPCC-S, IMFT-S, Psychologist
- Required experience: o Ten years of progressively responsible behavioral health experience including leadership roles o Three years of senior leadership experience o Experience leading multiple clinical programs o Experience in quality improvement, regulatory compliance and accreditation
- Preferred experience: o Children's behavioral health o Residential treatment o Crisis services o School-based behavioral health o Value-based care o Statewide advocacy o Demonstrated success leading organizational change and managing complex clinical operations through periods of growth
