FEATURES OF THE CLASS
An employee in this class is responsible for providing nurse practitioner services of a specialized nature for clients of the community public health agency. This position functions as a member of a health care team taking medical histories, performing physical examinations, ordering clinical laboratory test and diagnostic radiological procedures and choosing regimens of treatment. The incumbent may provide medical services or consultation in connection with a specific program such as sexually transmitted infections (STI's). The incumbent must possess the clinical skills to exercise independent professional judgement as a medical provider within the guidelines of collaborative agreements and protocols. Work is performed under the general direction of a licensed physician. Supervision may be exercised over the work of professional clinical staff. Does related work as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, methods and practices of public health nursing as they relate to the Nurse Practitioner; thorough knowledge of clinical nursing specialty; good knowledge of the procedures and equipment used in physical examinations; good knowledge of HIPAA laws and confidentiality; working knowledge of universal safety practices when handling body fluids; skill in the application of nursing techniques and practices; ability to share significant primary health care responsibilities with the physician; ability to understand and follow technical oral and written instructions; ability to maintain records and prepare technical and statistical reports; ability to establish and maintain effective working relationships with professional staff and subordinate personnel; ability to plan and supervise the work of professional clinical staff; ability to communicate well with others both orally and in writing; ability to deal empathetically with problems of patients; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Current licensure as a Registered Professional Nurse by the New York State Department of Education, certification to practice as a Nurse Practitioner in the specialty area (s) related to the work performed
• with prescription writing privileges issued by the
New York State Department of Education AND Either:
A. Graduation from an accredited college or university with a Master's Degree in Nursing and one (1) year of professional nursing experience; OR B. Graduation from an accredited college or university with a Bachelor's Degree in Nursing and two (2) years of professional nursing experience.
• Part 64 of the New York State Commissioner of Education Regulations defines the profession of Nurse Practitioners and includes the following specialty areas: Acute Care, Adult Health, College Health, Community Health, Family Health, Gerontology, Holistic Care, Neonatology, Obstetrics/Gynecology, Oncology, Pediatrics, Palliative Care, Perinatology, Psychiatry, School Health, and Women's Health. Special Requirement for appointment to Ulster County positions: In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice System or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check.
