POSITION SUMMARY
CareChoice is seeking an experienced Home Care Administrator to lead operations for its Indianapolis agency. The Administrator holds full accountability for licensure and regulatory compliance, census growth, caregiver workforce performance, service delivery, and financial results in the Indiana market.

KEY RESPONSIBILITIES
Licensure and compliance. Maintain agency licensure and Indiana Department of Health survey readiness. Oversee caregiver background screening, personnel records, incident reporting, and managed care organization (MCO) contract compliance, including the attendant care reimbursement pass-through requirement. Census growth. Hold accountability for enrollment volume. Convert referrals from MCO care managers, area agencies on aging, hospital discharge planners, and the national intake team into authorized, staffed, and billable cases. Caregiver workforce. Direct recruitment, credentialing, onboarding, and retention of direct care staff. Manage shift fill rate, attendance, turnover, and caregiver-to-client matching quality. Service delivery. Oversee scheduling, supervisory visits, plan-of-care execution, electronic visit verification (EVV) integrity in HHAeXchange, and complete, defensible documentation on every case. Revenue integrity. Monitor utilization of authorized hours, claim accuracy, and write-off exposure in coordination with the national billing and clinical teams. Team leadership. Hire, develop, and supervise the Indianapolis office staff, and uphold CareChoice standards of conduct and service across the market.
REQUIREMENTS
Indiana Attendant Care experience is required and non-negotiable. Candidates must have direct, hands-on experience administering Indiana Medicaid Attendant Care (ATTC) under PathWays for Aging and/or the Health & Wellness Waiver at a licensed Indiana personal services agency. This includes demonstrated experience within the Anthem, Humana, and UnitedHealthcare managed care environment and accountability for state licensure and survey compliance. Applications without demonstrable ATTC operating experience will not be considered. Required Minimum of three years in an administrator, executive director, branch director, or equivalent leadership role at a licensed Indiana personal services agency or home care agency. Direct operating experience with Indiana Medicaid Attendant Care under PathWays for Aging and/or the Health & Wellness Waiver, supported by a verifiable record of results. Working knowledge of Indiana's waiver infrastructure, including FSSA, level-of-care determination, MCO service plans and prior authorizations, and attendant care pass-through requirements. Demonstrated accountability for state licensure and Indiana Department of Health survey readiness. Hands-on experience with EVV and home care scheduling and billing platforms; HHAeXchange strongly preferred. Documented caregiver recruitment and retention results in a competitive labor market. Established relationships with Indiana MCO care managers, area agencies on aging, and hospital discharge planners. Bachelor's degree or equivalent operating experience; valid driver's license, reliable transportation, and the ability to work on-site in Indianapolis. Demonstrated Performance Record Candidates should be prepared to discuss measurable outcomes from prior roles, including: Census growth achieved, including beginning and ending counts and the applicable timeframe. Survey history, including results, deficiencies cited, and plans of correction managed. Caregiver retention and shift fill rates for which the candidate was directly accountable. Managed care and referral relationships developed, by organization and role. Authorization-to-utilization rates and claims performance under the candidate's leadership. Any office, branch, or market opened from initial launch. Preferred Experience opening a new office, branch, or market. Multi-site or multi-state agency experience. Profit and loss ownership at the branch or agency level. Bilingual capability reflecting the communities served in the Indianapolis market.
