OVERALL PURPOSE OF JOB
To assure the planning, development, coordination, and implementation of Housing programs across Greene County, and to assure all housing program activities are carried out in compliance with the Federal, State and local regulations, policies and procedures. Perform assigned tasks and supervision in relation to the Greene County Housing, programs which can include but is not limited to Projects for Assistance in Transition from Homelessness (PATH), Emergency Solutions Grant (ESG), Housing Assistance Program (HAP), PHARE. Directly supervises all staff in the Housing Program. Manages administrative functions and relations with funders, the public, providers, government, and other organizations.
ESSENTIAL FUNCTIONS
1. State, Federal and Private Funding Opportunities.
  • Research needs and gaps of local services on an on-going basis to assure readiness to obtain funding opportunities.
Search for funding that will fill gaps in services that are needed for the residents of Greene, write grants and obtain funding through multi-systemic locations, such as state, federal, multi-system, and private funders as an example of some. Prepares work plan and assist with budgets to write for and renew annual contract with the funders. Ensures that appropriate signatures are secured and that all documentation is completed in a timely manner. Coordinate for non-duplication of services between agencies to cover more needs. 2. Eligibility regulations
  • Oversees all housing related funding, to ensure all federal, state and grant specific guidelines are being met.
Know, supervises and assists eligibility staff in applying regulations in regard to client eligibility for all programs in the Housing and Family Resource Program. This would encompass all phases of eligibility including maintain documentation, for financial and non-financial eligibility. Meets with all staff to review any additions or changes to eligibility regulations. 3. Attend meetings and trainings as they relate to southwest RHAB, COC, Projects for Assistance in Transition from Homelessness (PATH), Permanent Supportive Housing Team (PSH), SOAR, Emergency Solutions Grant (ESG) and other federal, statewide and local meetings as a representative of Greene County. 4. Maintain all protocols and requirements to remain the Coordinated Entry point of contact for the County of Greene including HMIS or current data system, outreach, after hour requirements, trainings, and other requirements set forth by COC. 5. Ensure collaboration and oversight of pass-through funds for COC/HUD funded programs with Connect Inc. 6. Coordinate and cover housing CRISIS after hour calls and ensure Case Management, data entry, invoicing and follow through. Work with shelters, hotels, landlords, CRISIS, hospital, police and others after hours to ensure shelter for those who are homeless as this is a requirement for funding through the COC, HUD, OMSHAS and DCED. 7. Coordinate and process housing related services and funds with Children and Youth Services, Drug and Alcohol, Mental Health, Intellectual and Developmental Disabilities, Transportation, Early Intervention, Family Center, Probation and other county related programs. 8. Conduct the Point in Time Count and other processes to gather and record data that may be utilized for further development in housing related services for Greene County. 9. Manage and supervise Supportive Service contracts and MOU's for both Parkview Knoll and Gateway senior housing, ensuring reports, three year plan and staffing are covered and followed through with. 10. Training and meetings
  • Attends training and meetings as required by HUD, COC, DHS, other funders and the County.
Will assign staff as appropriate to attend training and meetings. Will provide training to other local agencies and residents in the county. 11. Coordinate and supervise meetings with local landlords, county staff, county stakeholders, Children Youth and Services, Greene County Probation, Blueprints, partners, funders, and developers, etc. as related to the Housing and Family Resources Programs, while keeping the county updated on all occurrences 12. Supervise HMIS, MIS, Data Trackor, CIS, HAP Data System and any other required system. While also ensuring data being entered for county is accurate and timely. 13. Providers
  • Maintains open communication with all providers and landlords at all times. Establishes agreements and contracts, while adhering to those contracts to ensure the best possible interest of Greene County residents. 14. Reports
  • Completes all reports as required by funders and county. Creates other reports and logs to quickly access information needed by Human Services Administrator, local planning group or County Officials. 15. Office management
  • Manages the Housing office, Transitional House Emergency Apartment, Warm Nights Program and all locations, and staff in their respective job functions when it comes to the Housing Program.
16. Ensures that all emails, memos, surveys, phone calls, etc. that need immediate attention or replies are completed timely for both funders and the County. Contacts the Human Services Chief Operating Officer if there are issues, problems or concerns. 17. Maintain effective working relationships with other human service agencies and participate in events with them as a resource. 18. Participate in writing grant proposals to apply for additional, alternative funding for programs. 19. Participate in writing and presenting the annual Homeless Assistance Program portion of the Human Services Block Grant. 21. Perform related work as specified.
OTHER DUTIES OF JOB
1. Attends and coordinate training, in-services, meetings and conferences as required. 2. Assists other staff members as necessary. 3. Performs other related duties as required.
SUPERVISION RECEIVED
Receives minimal instruction and supervision from Human Services Chief Operating Officer, Chief Clerk and/or Greene County Board of Commissioners in regard to daily work duties.
SUPERVISION GIVEN
Provides ongoing direction and supervision to Housing Case Management.
WORKING CONDITIONS
1. Works indoors in adequate work space, lighting, temperatures and ventilation. 2. Normal indoor exposure to noise, stress and disruptions. 3. Normal indoor exposure to dust/dirt. 4. Travels periodically to providers, consumers, meetings, or other related County business as required.
PHYSICAL/MENTAL CONDITIONS
1. Must possess ability to record, deliver and present information, explain procedures and follow instructions. 2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching and driving necessary to carry out duties of job. 3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job. 4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds. 5. Must be able to cope with the physical and mental stress of the position. 6. Must be able to pay close attention to details and concentrate on work.
QUALIFICATIONS
Minimum Experience and Training:
A Bachelor's Degree from an accredited college with a major in human services, psychology, social work, other behavioral sciences, public administration or business management and two (2) years of supervisory experience. Demonstrates at least 3 years of experience working with CoC, HUD Grants and SW RHAB. Demonstrates success in developing financially sustainable programs and services that meets the ongoing needs of residents.
KNOWLEDGE, SKILLS AND ABILITIES
1. Knowledge of the laws, regulations, policies and procedures governing the administration of housing programs. 2. Knowledge of general legislative procedures and processes. 3. Knowledge of the human service delivery system. 4. Knowledge of the theory and techniques of personnel management and administration. 5. Knowledge of the principles and methods of business or public program administration and supervision as it relates to program development and the overall implementation of policies and procedures. 6. Knowledge of budget preparation, general accounting and fiscal management principles and practices. 7. Ability to analyze and interpret the impact of proposed legislation. 8. Ability to prepare program descriptions and written grant proposals to apply for additional alternative funding. 9. Ability to provide leadership and to establish and maintain effective working relationships with agency staff, public and private agencies, county commissioners, court officials, community groups and organizations, federal, state and county officials and the general public. 10. Ability to interpret policies/procedures, rules/regulations and legislation. 11. Ability to understand and apply financial management principles in order to monitor compliance of subcontractors. 12. Ability to interpret financial reports and statements and understand and administer multiple funding streams. 13. Ability to exercise judgment and discretion in interpreting departmental, state, federal and local policies and procedures. 14. Ability to plan, direct, and supervise the work of professional and technical staff. 15. Ability to speak effectively in public and express ideas clearly and concisely, orally and in writing. 16.
