POSITION SUMMARY
The Chief Nursing and Quality Officer is responsible for overseeing the direct patient care departments in order to ensure that all standards of service are being met. This involves the staffing, planning, organizing, directing, controlling, coordinating, scheduling, evaluating, and overseeing of the care and activities of patients and residents, as well as professional and non-professional staff. The Chief Nursing and Quality Officer also serves as a member of the Hospital's Executive Team and participates in organizational leadership, strategic planning, and decision-making. Additionally, the Chief Nursing and Quality Officer is responsible for ensuring the hospital implements and maintains an effective quality/performance improvement system (QAPI) and for administering the Risk Management program.
ESSENTIAL JOB DUTIES/RESPONSIBILITIES
Maintains direction of administration, leadership, and coordination of staff. Develops policies, procedures and standards of care for all patient care departments. Directs the link between the patient, family, staff, physicians and other professional services. Directly manages the department managers for most patient care departments, including Med/Surg, Emergency, Diagnostic Imaging, Rehab, Infection Control and Nutritional Services. Hires, evaluates, reviews, and oversees the performance of each. Assumes responsibility for the supervision, evaluation and termination of employees. Maintains strict adherence to State and Federal guidelines for all patient care areas. Acts as project manager for
DNV/ISO 9001
accreditation. Design, develop and deliver on going education to employees on topics related to the Quality Assurance and Performance Improvement Plan (QAPI) and Risk Management. Facilitate hospital wide participation in QAPI projects and Risk Management programs; serve as chairperson for QAPI meetings and Risk/Safety meetings. Formulate and recommend indicators for medical staff and the Board of Trustees approval. Reports data as requested for review of trends that signify opportunity for improvement with regards to QAPI and Risk Management. Oversees the abstraction of data from patient care records to various electronic data repositories based on quality indicator criteria established and required by regulatory, meaningful use and quality improvement agencies. Reviews collated data to identify trends regarding accidents or occurrences and recommends corrective action as needed. Maintain a facility wide incident reporting system for risk identification, investigation and reduction. Directly refers incidents with insurance claim potential to the CEO. Report any serious event involving actual or potential injury to patients, visitors or employees. Identifies educational opportunities for clinical staff and designs, develops and delivers educational programs based on facility needs. Ensures that all records and reports are current and accurate, including personnel records. Schedules and holds periodic meetings with the professional and certified staff. Maintains a good working relationship with all departments involved in patient care. Maintains fair and cooperative relationships with directors, managers, physicians, administrators, peers and other departments. Ensures adherence to the facilities policies and procedures. Ensures that patient and staff complaints within the Hospital are at minimal levels and are investigated appropriately. Ensures that all departmental goals and objectives are met. Ensures that the hospital is experiencing growth and profitability as a result of predetermined goals and objectives established by the CEO. Provides satisfactory service to the hospital and customers through efficient and effective operations. Addresses patients, visitors, and co-workers in a pleasant and respectful manner. Maintain a quality customer orientated environment Receives and forwards all confidential information with courtesy, accuracy and respect at all times. Reacts properly and follows correct policy and procedure in an emergency and/or disaster. Performs other related duties as assigned or requested. Attends meetings and serves on committees as needed. Schedule:
This is a full-time exempt position.
POSITION QUALIFICATIONS
Bachelor's Degree in Nursing required Master's Degree preferred Current Idaho License as a Registered Nurse (RN). BLS certification required Minimum 5 years' experience as a staff nurse. Minimum 5 years' management experience is required. Preferably in Critical Access Hospitals. Knowledge of Medicare and Medicaid programs required. Knowledge of Federal, State, DNV and industry regulations required. Advanced or working computer skills in Microsoft Word, Excel, Outlook, and EHR systems (preferably Meditech).
