Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. PROMOTION OPPORTUNITY

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) may be laterally reassigned, promoted, or asked to accept a voluntary change to the lower grade advertised in the vacancy announcement based on their current (or equivalent) grade and qualifications for the position.

CAREER SPECIALITY DEFINITION

Officers in this specialty provide an array of behavioral health or behavioral science support & services to individuals, work units, and/or the Agency at large. These services vary depending upon the focus of the work and involve professional psychological duties, such as applied services (e.g. counseling, psychoeducation, psychological evaluations, which rely on psychological test administration, scoring and interpretation, and/or psychological interviews), and research and advising duties. These services include, but are not limited to: administering psychological assessments (including scoring and interpretation of psychological tests) and conducting clinical interviews to determine suitability for employment, security clearance and fitness for duty; evaluating employee readiness for deployment, specialized training and overseas and/or special assignments; designing, developing, conducting and managing programs to insure and improve workforce resilience; conducting research; applying professional psychological research findings and expertise in support of the Agency in its mission.

POSITION SUMMARY

The incumbent serves as a senior Psychologist in the DIA community. The incumbent directs the planning, development, management, and evaluation of the program; provides advice and guidance to key officials on complex behavioral health, organizational psychology, and corporate culture issues, analyzes and assesses new legislation, regulations and policies to determine the impact on the programs; identifies the health education needs of the workforce; provides direct clinical services to the workforce, and represents the agency in inter-agency working groups.

POSITION DUTIES
  • This position is located in College Park, MD and is with the Directorate for Mission Services/Office of Human Resources (MS/OHR). This position is responsible for performing the following duties:
  • The primary duties are to lead the agency's assessment program while providing ancillary support to a spouse training program. This dual role requires strong leadership, interpersonal skills, and the ability to manage multiple priorities in a dynamic, high-stakes environment. The incumbent could also be asked to perform the duties below.
  • Directs the planning, development, management, and evaluation of a comprehensive workplace counseling and referral program for the entire workforce. Provides professional advice and guidance to key officials on complex psychology and work life issues that significant impact the agency. Serves on committees and panels, when required. Facilitates the development and implementation of policy and procedures.

Provides overall guidance on the preparation of statements of work, specification and contractor qualifications; and advises on contract negotiations, reviews proposed methodology, and monitors strategies for compliance with specifications and the analysis of results for reliability. Manages complex staff assignments that derived from new legislation, regulations, policies and procedures in the area of psychology. Analyzes and assesses the impact of the new changes on the programs, and makes recommendations to key officials.

Identifies health education needs of the workforce and prioritizes and coordinates delivery of a variety of training to be offered by the program. Monitors the training of the instructors. Directs the evaluation, revision and development of the metric databases and ensures analysis, trends, and forecasts are summarized and presented to management. Represents DIA in functional or multi-disciplinary or working forums on psychology throughout the Intelligence Community, conducting liaison with national-level, executive branch organizations.

Delivers evidenced-based behavioral health therapies, proficient in solution-focused counseling, provides guidance for employees navigating community services, proficient in developing and delivering evidenced based behavioral health training, develops and implements programs promoting individual and organizational resilience.

Basic Requirements

Degree:

major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:

• Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.

• Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

The availability and quality of medical and child care in foreign locations often differs from resources available in the United States. When considering a position overseas, applicants are highly encouraged to research medical care and child care resources available at the foreign location to ensure services are available and adequate to support the needs of themselves and their dependents. DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.008, Foreign Area Tours of Duty. With some exceptions, employees assigned to a foreign OCONUS location will be granted a 5-year overseas tour which will consist of an initial tour (generally 36 months) and an overseas tour extension up to 5 years OCONUS. Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service OR, conversely, the employee will not satisfactorily complete their period of obligated service and prescribed tour of duty (Initial/Renewal Agreement Travel). More than one permanent change of station move within a 12 month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DoDI 1402.01, "Employment of Retired Members of the Armed Forces," dated September 9, 2007 restricts the appointment of retired military service members within 180 days of their retirement. SUPERVISORY

DIA is committed to maintaining an ethical culture and upholding the high standards for ethical government conduct.
